Tender description

London and Quadrant Housing Trust and its subsidiary Quadrant Construction Services are one of the largest providers of affordable housing in the UK, housing over 250 000 people in more than 95 000 homes, primarily across London, the South East of England and the Midlands. London and Quadrant Housing Trust are tendering for the provision of consultants for London and Quadrant’s new build projects to comply with the Public Contracts regulations 2015. The objective of this tender process is to establish a framework agreement with the tenderers and London and Quadrant Housing Trust. This framework will consist of 3 lots. The dates and contract value are estimates and could be subject to change. This tender is for service providers only. L&Q wish to establish a consultant services framework agreement for employers agents to support the delivery of their national development programme. It is envisaged that employers agents will be appointed to work on behalf of L&Q in the delivery of quality building works and services to enable the delivery of new build (which may include elements of refurbishment), mixed use, and mixed tenure schemes in both rural and urban environments. The proposed framework agreement will be in place for a maximum period of 4 years commencing around October 2019, however appointments called-off under the framework agreement may, where appropriate, continue beyond the 4 year term of the framework agreement. Under the framework agreement the following entities will have the option to call-off appointments with individual framework consultants as and when services are required: (i) L&Q, Quadrant Construction Services (QCS) and all other members of the L&Q Group from time to time; (ii) any entity or joint venture company that L&Q, QCS or any other member of the L&Q Group from time to time holds an interest in; and (iii) other social housing providers in the UK (both those that are in existence now and those that may be in existence in the future). ‘Social Housing Provider’ for this purpose means any provider of social housing and includes, without limitation, registered housing providers, local authorities and ALMOs. A list of these can be found by visiting Homes England — GOV.UK. Such social housing providers will only be entitled to call off under the framework agreement if L&Q consents. Applicants should note that, under the framework agreement, neither L&Q nor any other member of the L&Q Group shall be under any obligation to call-off appointments with individual consultants. Call-off procedures under the framework will include: (i) direct selection; and/or (ii) mini-competitions. This tender is managed by the framework buying department.
