Why the Work is Being Done We are building a new central data hub to support business processes and reporting requirements. As part of this piece of work we require a Business Analyst and Data Architect to work in tandem to produce user stories, requirements and data models to support the required processes and reports. This creation of an Enterprise Data model, based on business requirements mapping is an integral piece of work as we change the culture around how we use data as an organisation. Problem to Be Solved Data exists in silos and as a result we have a confused picture when it comes to how we use data across the organisation. We are striving to create a central data environment that can be utilised by all of the different applications across the enterprise. This piece of work will be to identify the current processes, map interdependencies and overlaps, identify gaps in our processes and eventually design a data model that supports our business model and requirements. Who Are the Users As an HR manager I need to be able to access data relating to all staff across the DVSA. As a reporting analyst I need to be able to access data that enables me to deliver reports as required by key stakeholders. As a developer I need to be able to have a data model to work to when creating the enterprise data environment. As a data architect I need to be able to understand the business processes and requirements to be able to design an appropriate data model for the business As a Data Engineer I need to understand the data sources and types so I can model their transformation into the central data hub accordingly. As a Data Engineer I need to write ETL scripts in Informatica DQ and create data that is ready for analysts and Data Scientists to use. Early Market Engagement We have done some work internally to map some processes and requirements, but this bit of work is aimed at mapping processes across a lot of domains, which is something we haven't started as yet, although a lot of requirements have been gathered. Work Already Done We have completed an initial discovery that has determined the existing requirements that need to be replicated. We have identified all of the dependencies that are currently placed on the data environment, and need to be migrated. What we are still to do is understand the interdependencies and prioritisation at the task level. Existing Team We have some Data Engineers and Data Analysts that have started building the new environment in AWS and started on some data models to replace existing business processes. We also have a Project Manager in place as well as a Data Architect, who has limited AWS / Cloud experience. There is also a Data Lead overseeing the project. Current Phase Discovery Work Location These roles will predominantly be based in Nottingham, but there will be a need to travel to Bristol / Swansea maybe one or two days a month as needed for stakeholder interviews. Working Arrangments The Data Architect and Business Analyst will work with the existing team of Data Engineers and Analysts to complement the work they are doing and broaden the discovery phase. I would expect three days a week on site for the Business Analyst will be necessary to garner the required information and the Data Architect will then work the requirements through with the BA. As a result the BA and architect need to be in the same location. Security Clearance Ideally the successful candidates will have full Security Clearance (in particular the Data Architect) Additional T&Cs Skills & Experience Have experience of working on complex projects with multiple interdependencies across projects Have built theoretical data models in a Relational Database Be comfortable working to tight deadlines Be experienced with AWS services Work in an agile environment Have 5 years working on technical projects as a Business Analyst Nice to Haves Have experience with Informatica DQ No. of Suppliers to Evaluate 3 Proposal Criteria Experience in similar projects Understanding of transport related data models Familiarity with the existing DVSA tool set (Informatica and AWS) Cultural Fit Criteria Work as part of the existing team, seamlessly integrating into the project Ensure transparency in all work that is undertaken Challenge current methods and methodology Payment Approach Time and materials Assessment Method Evaluation Weighting Technical competence 70% Cultural fit 10% Price 20% Questions from Suppliers Budget range this will be based on dvsa contractor rates applicable to role and seniority
