Air pollution monitoring or measurement services

Tender description

Defra reports compliance with limit values for multiple air pollutants specified under the Ambient Air Quality Directive 2008/50/EC (AAQD1) to the European Commission on an annual basis. We are updating our national compliance assessment for NO2 specifically, so that it incorporates more measurement data. The network covers all the road links2 where the PCM model and/or local authority modelling for the NO2 plans project exceedances of limit values for NO2 in 2020 and/or 2021 and where the difference between the PCM model and local assessments is larger than 20 % in either baseline and/or ‘with measures’ scenarios3. This includes at least 200 road links in the LAs developing local plans as part of the 2017 NO2 Plan and the 2018 Supplement to the Plan, Wales and Northern Ireland. An undetermined number of road links in Greater London, the Strategic Road Network, and Scotland may also be included at a later stage (phase 2). The maximum scope of the network will be 500 roadside sites, and Defra require NO2 to be measured by diffusion tube technology. These new diffusion tubes shall also be sited alongside 20-30 roadside AURN sites for co-location studies to generate a network-specific bias adjustment factor.
