Tender description
Portsmouth City Council is inviting requests to participate from qualified suppliers to be admitted to a dynamic purchasing system (DPS) to provide domiciliary care services, mainly in Portsmouth but occasionally in the surrounding area. The nature of support required will be individualised and will be aimed at maintaining a person in a reasonable state of health, hygiene and safety in their own home. Support packages will vary in size based on the individual needs and may range from minimal support up to highly specialised and complex needs. The DPS will feature a tiering system in which suppliers can either accept the Council's standard hourly rates or submit their own rates. Packages will be awarded preferentially to suppliers who accept the Council's rates. The DPS will start on 1.2.2020. Request to participate is via submission of a selection questionnaire. The deadline for return of questionnaires is 18.12.2019, however the DPS will remain open throughout its term. Portsmouth City Council ('the Council') is inviting requests to participate from suitably qualified suppliers to be admitted to a dynamic purchasing system (DPS) to provide domiciliary care services. Services will ordinarily and mainly be delivered in Portsmouth but occasionally in the surrounding area (for example when service users move out of Portsmouth but remain registered with a GP in Portsmouth). Domiciliary care services support people to remain living successfully in their own homes. The service will help maintain an individual in a reasonable manner of health, hygiene, safety and ease in their own home. Every supplier delivering domiciliary care services is expected to do so in an enabling and re-abling manner in assisting the client to maintain their ability to live as independently as possible. The possible support required to be undertaken is listed below, this list is neither exhaustive nor needed in all cases and will depend on the support that is most likely to meet the client's health and social care needs and agreed outcomes. Skills development — assisting the client to develop and maintain their own skills in any areas required. Monitoring visits — to check on clients' continuing well-being or to alleviate isolation. Medication — assisting clients' to take prescribed medication in accordance with the policies of the provider. Personal care — assisting client's to maintain their health and cleanliness. Including toileting needs. Social inclusion — undertaking specific tasks to ensure social inclusion. Specialisms — identifying specific areas in which a provider can demonstrate skills, knowledge and expertise in supporting particular needs such as dementia, sensory impairment, language and culturem etc. The level and type of support service required will be determined in line with each individual's support plan. Support service packages will vary in size based on the individual needs and may range from minimal support up to highly specialised and complex needs. The DPS will operate with 3 tiers. Suppliers who agree to accept standard PCC hourly rates will be on tier 1 of the DPS, whilst suppliers who wish to charge a higher rate will be on tier 2 of the DPS. A supplier can be either on tier 1 or tier 2 but not both at any one time. Suppliers may move between tier 1 and tier 2 at any time (although to reduce the administrative burden, moves may not be more frequent than annually). Tier 3 will be reserved for the awarding of complex cases where suppliers will submit costed proposals for individual packages of care. All suppliers may also be on tier 3. Suppliers on tier 1 are not bound to offer standard Portsmouth City Council hourly rates for packages of care offered via tier 3. The Council's standard rates are in the procurement documents available at https://in-tendhost.co.uk/portsmouthcc/aspx/home. The standard procedure for calling off contracts from the DPS will be as follows: — all suppliers from tier 1 and 2 will be sent an outstanding package of care spreadsheet via email (typically twice a day), — all suppliers will have no less than 2 hours from initially receiving the outstanding package of care spreadsheet to respond to a call-off request. If no responses are received within 2 hours, additional 2 hour periods will be allowed until a response is received, — evaluation of the providers' response will be carried out on the basis of the following award criteria (in order of priority) 1) Client's choice of provider (if this has been expressed by the client); 2) The providers' tier within the DPS (tier 1 providers have priority over tier 2); 3) Available start date of the package of care (sooner the better); 4) Available call times of the package of care (nearest to the client's request); 5) Client's choice of provider (if this has not already been expressed).
