Tender description

This requirement is for a new supplier partnership framework agreement to provide an integrated HR and Payroll service for education establishments primarily outside of Havering. The successful bidder shall be able to supply a payroll software system that can integrate and be used by HES HR that is both HMRC approved and designed specifically for the education sector. The integrated payroll service will be provided to the school by HES HR, with the successful bidder providing system support to HES HR. This means that the successful bidder will not be directly engaging with schools in the performance of this framework agreement. The software specification which details the specific requirements can be found at Attachment 1 software specification. The framework agreement period will be for 3 years initially with the option to extend for an additional 1 year extension. The Payroll Software will combine with the conditions of employment service already provided by HES HR. This service includes: (i) supporting, advising and updating schools on the implementation of the school teachers’ pay and conditions document, the Burgundy Book, the Green Book, as well as any school specific terms and conditions of employment and local agreements; (ii) unlimited processing of new starters, contract changes and leavers, which includes issuing contracts of employment and variation letters. The integrated payroll service will be provided to the school by HES HR, with the successful bidder providing system support to HES HR. This means that the successful bidder will not be directly engaging with schools in the performance of this framework agreement.
