V. Fair Trade Comércio e Exportação de Calçados e Acessórios LTDA. (V. Fair Trade), a company located in Campo Bom Rio Grande do Sul, Brazil, seeks to procure latex extraction implements suppliers. This procurement is divided in three different invitation to tenders (ITTs), each of them related to specific materials for latex extraction. Entities may submit a bid for specific ITTs or all of them. Partnerships for Forests (P4F) approved a grant to V Fair Trade to increase the number of rubber tappers involved in its supply chain. The publicly available ITTs (cup ITT, tap ITT and the ITT for additional instruments) contains the conditions of the tenders and the technical and financial selection criteria. Fair Trade is a tennis production company based in Rio Grande do Sul. to supply the native rubber used in soles, it maintains partnerships and commercial contracts with rubber cooperatives and associations in the state of Acre. Since its inception, V Fair Trade has had sustainability as its principle at all stages of its production chain and a solid commitment to protecting the forest and the families living there. In recent years, the company has sharply increased its demand for native rubber, has been paying the rubber price above the conventional market price and, since 2018, has started to pay for forest conservation services associated with production through the Payment for Social and Environmental Services (PSSA). In this way, it seeks to offer alternatives for rubber tappers to increase their income, maintain traditional extractivism and preserve the standing forest — as opposed to the growing trend of deforestation for cattle raising. To ensure the sustainability of its rubber supply chain, V Fair Trade is implementing a project with the following actions: (a) expand production areas and the number of producers involved in its rubber supply chain by strengthening the governance and management of associations; (b) formalize guidelines and rules of the PSSA associated with rubber production — among them, compliance with current environmental legislation, plans for the use of protected areas and zero illegal deforestation, in the form of a protocol to be agreed between the company, the producers and their representative organizations; (c) develop environmental monitoring system, with updated data generation of deforestation dynamics, in the production units and its surroundings, aiming to verify the fulfillment of the commitments agreed in the protocol and to base decisions on the purchase of rubber and payment of PSSA; (d) promote socioeconomic diagnosis with families in the V. Fair Trade supply chain, to obtain economic and social impacts of native rubber production on these families; and (e) develop a technical and financial feasibility study for a V. Fair Trade greenhouse gas offsetting project in the rubber supply chain, and a methodological guide for the development and monitoring of this forest insetting project. Partnerships For Forests (‘P4F’), a UK government-funded program that supports investment models that promote forest conservation and sustainable land use, has agreed to support V. Fair Trade with a grant that will cover part of the costs of the changes the company wants to implement. The present term of reference has as its object the acquisition of 180 000 (one hundred and eighty thousand) spouts (support made of galvanized steel) for latex collection, aiming to meet the project needs.
