Preliminary market consultation (PMC) allows local authorities and other contracting authorities in the public sector, to engage with a market. PMC is designed to encourage the commercial and voluntary sectors to engage with the development process before a procurement is released. This is the market’s opportunity to express its views, outline market developments and generally influence how solutions to the authority’s needs might be met. There is nothing for the authority to evaluate/or select in this activity. North Lincolnshire Council is undertaking this preliminary market consultation to help it determine and identify providers who are interested and have the skills, ability and knowledge to deliver this type of specialist provision within North Lincolnshire. The current contractual arrangement is due to end during 2020. The Complex Needs Play Scheme enables children with complex health and social care needs to access stimulating and fun activities alongside their peers, whilst enabling their parent/carer to have a break from their caring role Initial consultation and market engagement with key stakeholders has evidenced: — an increased number of children and young people in the future will require this type of service, — an increased number of children with more complex health needs have been identified, — a requirement for a varied and wide range of activities dependent on age and ability, — a new service moving forward will need to be flexible in its approach to meets the increasing needs of disabled children and young people in order to achieve the desired outcomes.
