ERDF RetroFIT for the Future - Summative Assessment

RetroFIT for the Future is an ERDF funded project across the Liverpool City Region (LCR) being delivered by a collaboration of partners including housing associations, a local authority and a higher education institute. The project consists of seven individual schemes retrofitting a range of innovative insulation and heating installations to improve domestic energy efficiency and reduce carbon emissions. Sefton Council as the Grant Recipient for the ERDF RetroFIT for the Future project are required to commission and submit a Summative Assessment in compliance to the guidance provided by the managing authority the Ministry of Housing Communities and Local Government (MHCLG). The summative assessment is intended to provide insights into project performance whilst assisting delivery partners during project implementation phase. It should provide reliable evidence of efficiency, effectiveness and value for money, as well as an analysis as to whether the interventions have met their desired outcomes and what lessons have been learnt for the future. The assessment will also be used to support future funding applications. Each approach to collecting information and the type of analysis within each summative assessment may vary, however, all assessments need to cover themes incorporating: relevance and consistency, progress, delivery & management, impacts, assessing value for money.
