Southern Water is looking to on-board and build a long-term relationship with a strategic partner to deliver integrated facilities management services across all sites. Southern Water would look to create with the strategic service provider an intelligent client function that incentives optimisation and performance initiatives. The range of services to be delivered under the IFM will include but not limited to: technical services, soft services, an asset management solution, and potentially the management of minor works. Southern Water is looking to on-board and build a long-term relationship with a strategic partner to deliver integrated facilities management services across all sites. Southern Water would create with the strategic service provider an intelligent client function that incentives optimisation and performance initiatives. The range of services to be delivered under the IFM comprises but not limited to: technical services, soft services, an asset management solution, and potentially the management of minor works. There are approximately 450 sites requiring planned maintenance and workplace services ranging from Water Supply and Wastewater Treatment sites to large Office buildings and around 130 of these sites have permanent workforce presence. There are furthermore up to 4 000 unmanned sites such as reservoirs, pumping stations which require reactive, moving to proactive maintenance. Southern Water currently operates a mixed model of FM services provided through a blend of in-house, bundle soft, security maintenance and multiple (circa 60) outsourced for building maintenance and minor Civil/small works projects. Southern Water is seeking a service provider not only with the capability to deliver core FM services but who will in addition understand the vision and objectives of Southern Water and deliver truly transformational services that will help to create inspirational and secure working environments and resilient infrastructure across the estate. Southern Water is also mindful that our starting position in terms of inventory, record keeping and site condition is variously mature, and we will adopt an open and honest approach with our new partner to transform this opening position over the duration of the contract. Southern Water is looking receive the support from the partner who can undertake this transformation journey bringing expertise in transition, process, asset management and a track record in delivering efficiency benefits. The procurement exercise will be following Utilities Contract Regulations 2016. The form of contract to be used will be the NEC4 term service contract with its schedules and Z clauses.
