Tender description

The framework agreement is for the supply of patient dry wipes. All products must be suitable for use in the healthcare and healthcare related environment, typically within the NHS sector. NHS Supply Chain seeks to establish a non-exclusive framework agreement for supply to NHS Supply Chain depots via the Stock/Blue Diamond routes and to NHS Supply Chain customer base via the E-Direct Routes. Precise quantities are unknown. It is anticipated that initial expenditure will be 6 000 000 GBP (cost ex VAT) in the first year of this framework agreement. The estimated value over the total framework agreement term is expected to be in the region of 24 000 000 GBP (cost ex VAT) however these values are approximate only and the values may vary depending on the requirements of those bodies purchasing under the framework agreement. The framework agreement will have an initial term of 24 months with an option to extend incrementally for up to a total period of 48 months. Appointment to the framework agreement will be made on a Full Basket award basis. NHS Supply Chain will exclude any Applicant(s) who’s bid does not include a full basket. NHS Supply Chain anticipates appointing the top 3 highest scoring applicants (who have met the minimum requirements set out in this invitation to tender) to the framework agreement. NHS Supply Chain are requesting as part of an applicants bid, samples of the products that will form the applicants bid. All samples requested for evaluations are to be supplied free of charge and samples must be representative of the final product to be supplied on the framework throughout the framework agreement term. These samples will be subject to testing by NHS Supply Chain to determine which products comply with the specification and are acceptable for the framework. The testing being conducted will be charged directly to The applicant. The testing will be performed by the NHS Supply Chain’s nominated, independent test house. In the event that the product(s) do not meet the specification, NHS Supply Chain will reserve the right to exclude the goods from the framework agreement and /or the tender process (as the case may be). Testing will be carried out in 2 stages. Stage 1 will consist of pass/fail criterion. Applicants whose products pass stage one testing will move on to Stage 2. Stage 2 testing will consist of performance testing and will determine the non-financial score of the Applicants products. The opportunity will be awarded to the top 3 ranking applicants after all non-financial and financial evaluations have been completed.
