Hammersmith and Fulham Council is establishing a partnership model for the delivery of statutory adult advocacy services in the borough. In this model a lead provider will partner with other providers (by way of a sub-contracting arrangement) identified to deliver specific aspects of the contract, to deliver all adult statutory advocacy in H&F. In this model a lead provider will partner with other providers (by way of a sub-contracting arrangement) identified to deliver specific aspects of the contract, to deliver all adult statutory advocacy in H&F. The lead provider shall develop and manage a single point of access and contact ‘the front door’ for all referrals of statutory advocacy by the Council and authorised partners, including residents who self-refer. The service shall act as a navigator for referrals connecting them to the appropriate sub-contracting partner that can deliver the statutory advocacy need of the service user. Where a statutory response is not needed, the service will act to signpost to a relevant third sector partner of H&F who can help to provide information, advice and support. The service shall act to support partner providers in the instruction of advocacy in order to ensure that a good and consistent standard of service is delivered throughout the advocacy partnership. The service shall act to monitor the quality of all its cases of advocacy and ensure that they meet the standards outlined in the specifications. The service shall support the development of H&F’s local social infrastructure by: empowering service users to lead peer advocacy groups; drive service improvement through embedding co-production; and encouraging residents to become employed by any part of the service.
