Tender description
Context: Act Early is a Medical Research Council funded programme, testing early life interventions to improve health and wellbeing and reduce inequalities. In Bradford Act Early will first use data linkage, AI and modelling of issues and services at a locality level to identify common factors and opportunities to intervene earlier. This work is about to begin and is expected to run until January 2020, focusing first on the Holme Wood area of Bradford. In the second phase of activity, residents and local service providers will work together to design, trial and evaluate more effective approaches to tackling those issues, together. This work is expected to begin January/February 2020 and to run through to summer 2020. The project is a collaboration between Bradford Council, Bradford’s Centre for Applied Education Research, Leeds Institute of Data Analytics, local health services and schools, and Bradford’s Opportunity Area. This market engagement event will focus on the second phase of activity, the management and coordination of which we are currently considering putting out to tender. We are keen to meet and hear from organisations with experience of helping public services and local communities work together to develop plans for their areas. We want to test the market to determine whether there would be interest in delivering this phase of work. Attendees will not need to know the Holme Wood area or Bradford. Attendees will not need to have expertise in data linkage, AI or modelling, but the delivery of phase 2 will require a basic understanding of the concepts and purpose, in order to guide participants in making best use of the data and models produced. The key delivery elements of the future specification would be likely to include: • Identifying and convening groups of residents and local services • Facilitating a range of ‘community conversations’ with residents and services • Work with the project team and data analysts in helping residents access and understand the data to better understand Holme Wood as a ‘place’ • Production of reports and recommendations, likely to take the form of a plan for the locality.
