Tender description
Currently the authority has an OJEU framework agreements in place for the supply of flexible gas and electricity with a single source for each; these frameworks will expire in September 2020. The procurement will be carried out pursuant to the restricted procedure as set out in the Public Contract Regulations 2015. This ITT should be read in conjunction with the information set out in the contract notice dispatched by the authority’s Supplement to the Official Journal of the European Union (‘OJEU Contract Notice’) on [Revise date]. The procurement is divided into 3 separate lots: Lot 1: Mains gas (flexible); Lot 2: Electricity – including HH and NHH metered and UMS (Flexible including UMS). The authority is seeking a single supplier for each lot with which it will enter into a framework agreement commencing on 1.10.2020 for a period of 2 years with an option for 2 (two) further 1-year extensions; a maximum period of 4 (four) years to 30.9.2024. Suppliers may request to be part of more than one lot and will not be excluded if they cannot provide UMS options. The successful tenderers will enter into a framework agreement with the authority and, pursuant to the terms of the framework agreement, will subsequently contract with the authority’s customers as identified in the OJEU. The successful tenderer(s) shall contract directly with the authority’s customer for the provision of energy. Within the parameters of the framework agreement, the successful tenderer is expected to develop new and innovative solutions, and ensure the competitive nature of the supplies and services provided. The framework agreement will specify the supplies and services that can be called-off by the authority’s customers.
