Why the Work is Being Done To enable RIS 1 and RIS 2 delivery we have a vision to realise the full value of information by empowering our people, connecting ourselves and building trust with our suppliers, stakeholders and customers. To support the delivery of the Road Investment Strategy 1 (RIS 1 - 2015 to 2020) and the HE2020 Transformation Plan preparing Highways England for RIS 2 (2020 to 2025). But we do not currently understand the value of our data sets or how fit for purpose our data sets are. We currently have no means by which we can support decision making and investment prioritisation for data improvement activity. Who Are the Users Our users are diverse and include our customers, our stakeholders, our supply chain and our own staff. Their use cases will vary but the underpinning principle is the same; they all need to be able to access the right data and information at the right time to make the right decision. That data and information will need to be fit for purpose and if not originally procured for their specific purpose, they need to be able to understand how closely it can meet their need, and if it can't, what level of investment is required to improve it. Early Market Engagement Work Already Done Additional information will be provided to the short listed suppliers at the 2nd stage of the procurement, due to the number and variety of programmes and projects within the IT delivery portfolio. We have undertaken a proof of concept exercise which has provided a valuation of some of our key data sets. Existing Team The existing team consists of the Chief Data Officer, and various roles reporting in, including data governance, info-sec and info-rights, data science and data architecture. Current Phase Discovery Work Location Highways England has multiple sites across England. The below address is where the majority of our team are based but does not necessarily reflect the address where all work will take place. We do not expect to co-locate with our supplier. Highways England, Lateral, 8 City Walk, Leeds, LS11 9AT Working Arrangments Our expectation is that our supplier will work flexibly alongside our own team which is predominantly based in Leeds. We will use the collabrative tools available within Highways England to best make use of our time and will travel as required to meet key stakeholders and business teams. Face-to-face team meetings will be arranged as required. Our work will be co-creative to ensure outcomes truly reflect the needs of Highways England and its diverse customers and stakeholders and to allow iterative knowledge transfer and internal development. Security Clearance All must have BPSS as a minimum. HE may request contractors to become SC cleared during the engagement; however we would be willing to sponsor the SC clearance process at the supplier's expense. Additional T&Cs All expenses must be pre-agreed with between the parties and must comply with the Highways England (HE) Travel and Subsistence (T&S) Policy.All vendors are obliged to provide sufficient guarantees to implement appropriate technical and organisational measures so that the processing meets the requirements of GDPR and ensures the protection of the rights of data subjects. Demonstrable experience in being responsible (outcomes focused) for project planning and forecasting.
