Tender description

Rotherham Metropolitan Borough Council is looking to award a contract for a concession in respect of the design, implementation, operation and maintenance of a wireless network delivering a high wireless service across Rotherham Town Centre. Please note the following important dates (a) visits by bidders to view buildings in coverage for the purpose of informing proposed device locations on other than Street furniture 24.10.2019; (b) deadline for receipt of tender clarifications in relation to the concession agreement 29.10.2019; (c) deadline for clarifications in relation to all other clarifications 8.11.2019; (d) tender return date 14.11.2019 noon. Rotherham Metropolitan Borough Council is looking to award a contract for a concession in respect of the design, implementation, operation, and maintenance of a wireless network delivering a high wireless service across Rotherham Town Centre. The primary purpose of this project is to provide free of charge public access Wi-Fi connectivity to the Internet in the Rotherham indoor market and outdoor area, Rotherham town centre, and Clifton Park. The Council will grant the concessionaire a concessionary agreement to affix wireless equipment/devices to, but not limited to Street Light Columns (Service Assets) and buildings. The list of service assets can be found in ITT part 1 — Annex 1 Street Furniture for use by Town Centre C Wi-Fi. Service assets are defined as such assets/buildings owned or controlled by the Council to which the provider requires access or possession for the purpose of delivering the free public Wi-Fi services. Phase 1 of the implementation (Rotherham Markets) and mobilisation is expected to commence on or around 3.3.2020 with expected completion within 6 months. The concession activities for phase 1 and the commencement of implementation of phase 2 (the rest of the area Rotherham area within scope are expected commence therefore on or around September 2020. Phase 2 of the implementation is expected to be completed within 9 months and concession activities for phase 2 are expected to commence on or around the end of May 2021. The initial 7 year contract is therefore expected to end on or around September 2027 with the potential 3 year extension (Up to) ending on or around September 2030. Concessionaires are able to complete and start phases earlier if they wish to do so or run the 2 phases in tandem providing the implementation of phase 1 is competed within the 6 month period specified. Extension periods may take any combination e.g., 3 x 12 months or 1 x 36 months, etc. Extension periods will be agreed at contract reviews and are at the sole discretion of the Council and subject to performance. .
