FM19261 Request for fit out and certification of Shipping Containers

Tender description

The purpose of this contract is to appoint a principal contractor to undertake the refurbishment and fit-out of 4 shipping containers as mobile laboratories for the International Ocean Discovery Programme. Once complete, the laboratories will then need to be DNV GL certified. It was determined that only one organisation could complete the refurbishment whilst also having experience of the certification process. Due to the specific scientific and technical nature of the requirement, the contracted was awarded in line with Regulation 32.2.b.ii of the Public Contract Regulations Act 2015. (2) The negotiated procedure without prior publication may be used for public works contracts, public supply contracts and public service contracts in any of the following case: (b) where the works, supplies or services can be supplied only by a particular economic operator for any of the following reasons; (ii) competition is absent for technical reasons.
