Summary of the work **THIS HAS BEEN REPUBLISHED DUE TO AN ISSUE AROUND ANSWERING SUPPLIER QUESTIONS.....PLEASE RESUBMIT YOUR QUESTIONS AND THEY WILL BE ANSWERED** We require the development of relational data models in Aurora DB, built using conceptual models designed prior to the work commencing. There are c20 processes in total. Expected Contract Length 4 months Latest start date Monday 9 September 2019 Budget Range £250k all for developers to aid with migration into AWS from Oracle Why the Work is Being Done We are changing the way we migrate, store, access and share data within the DVSA and this work will provide us with the development skills to begin this journey. By the end of December 2019 we will need to turn conceptual data models, built based on underlying business processes into physical data models in Aurora in AWS. Problem to Be Solved Business processes are currently supported within an Oracle DB and we are moving to a cloud based environment. As a result, we will need to build new data models in AWS to support the business going forward. The current processes do not necessarily conform with acceptable standards. Who Are the Users As a Reporting Analyst I need to be able to access a central data model to produce reports for people across the DVSA. As a member of the enforcement team I need to be able to produce a risk score for operators, expose this to various end points and ensure that up to date information is available to all those end points. As an analyst I need to be able to access data within a MySQL DB to answer questions posed by the business. Early Market Engagement All of the research conducted so far has been done internally within the DVSA, with some support from our existing DB suppliers ATOS Work Already Done To date we have been mapping business processes, defining the dependent tables in our existing DB and have started to build the conceptual data models to support the business processes. We have also started to test the migration of the data from Oracle DB into Aurora on AWS. Existing Team We currently have the following DVSA staff in place: Head of Data Senior Data Architect Project Manager Data Business Analyst Security Architect Current Phase Beta Skills & Experience • provide SQL developers who have experience with Aurora or MySQL • ensure that developers are highly proficient with SQL • ensure that QA is a fundamental part of all development • have a working understanding of AWS and associated languages • be able to develop physical data models and advise and implement based on best practices • provide someone familiar with DMS and Schema Conversion Tool in AWS Nice to Haves • work in an Agile environment • provide evidence of rebuilding data processes in the past Work Location The developers will need to be based in the DVSA building in Swansea. Working Arrangments Developers should be onsite 4 days a week and will work closely with the Data Architect and Business Analyst. Support will be provided when needed by the Head of Data and the Project Manager will conduct the daily stand ups and ensure that work is progressing as expected. Security Clearance We will organise all of the relevant internal clearances required to access our data sources and databases. Security Clearance will be required due to the data that will be accessed. Could you please detail the expectations on team size to be provided? I would anticipate that a team of 4 or 5 would be optimal for this initiative. 2. Please can you confirm the Security Clearance requirement – will you expect people to be holding current SC level security clearance at present, or will you potentially sponsor clearance applications for people with suitable backgrounds and/or lapsed clearance. Also are there any specific requirements needed for the internal data clearance you describe. Thank you. All security clearance will be provided by the supplier in advance of the project commencing. We will not support this. 3. is there a current incumbent ? No, the current workload is handled internally and they use different systems to the new approach. 4. Does this work include data migration, or just the build of new models to support the business on AWS? The data migration will have been completed in advance using DMS to pull data from Oracle into Aurora. This is simply the building of new models and the transfer of output to various end points. If there is some one with DMS experience in the team that comes in that would be of great assistance in case we need to rebuild anything or ingest new data. 5. As this is at Beta stage, can you please advise whether you have been working with an existing supplier on the work to date (i.e Discovery/Alpha). The discovery and alpha phases have been completed internally using DVSA resources only.
