Mid Devon District Council is seeking to appoint a suitably experienced and qualified supplier to deliver an integrated central payroll and HR system that will have the capacity for delivering a self-service portal for managers and employees to claim expenses and request leave and for all employees to be able to access/view documents such as Payslips and P60s online from a mobile or desktop device. The system should have the capability to pre populate employee detail across from a recruitment module and to manage the life cycle of an employee to give managers up to date information at their fingertips relating to the team they manage. There is the requirement to reduce HR costs by making information available through a self-service portal and for managers to own the people management process easily through the use of technology. We will require reporting facilities that are integral to the system and will need to manage a number of different groups such as core establishment, IR35 and agency workers.
