The proposed research aims to understand the structure and ownership of the Non road mobile machinery (NRMM) fleet in the UK. The data obtained will serve to inform policy development to deliver a reduction in emissions from NRMM by reducing current gaps in the evidence base; it will also inform the national emissions inventory (NAEI) continuous improvement programme. The aim of this project is to gain a further understanding of the structure and ownership of the NRMM fleet in the UK, current and projected emissions, and lower emission technologies, to inform future policy in this area. The research will serve to develop Defra’s understanding of NRMM numbers and use in the UK and will enable a reduction in the uncertainty around current NRMM emission estimates. By addressing gaps in the evidence-base it will inform development of policy options to address emissions from NRMM in England. This should include estimation of the size of the populations of a range of NRMM types (including at least machinery from construction/demolition, roadworks, mining/quarrying, other permitted sites, mobile generators and other NRMM at sites not subject to permitting (e.g. warehousing, logistics)), their typical usage rates in hours per year, their typical lifespan in years, typical engine power ratings in kW, fuel use, emission factors, and idling time. More specifically, the research will inform Defra’s work, by: 1) Reviewing current NAEI assumptions about lifespan and use over the lifespan of machinery; 2) Refining NRMM emission estimates and projections; disaggregating emissions by industry sectors and estimating emissions from TRUs; 3) Investigating ownership of NRMM by industry sector and with age; understand if there are issues of concern for SMEs or particular sectors/businesses; 4) Determining the likely behaviour changes and costs of introducing emission controls– taking into account the cost of machinery, lifespan, running costs and hire-costs.
