Summary of the work The MoD ISS Medical Information Services Delivery Team requires a Programme Delivery Manager. The Program Delivery Manager acting as deputy team leader will provide support to the Delivery Team Leader in the coordination of the Delivery Team. Specialist role Delivery manager Expected Contract Length 2 Years Latest start date Monday 23 September 2019 Maximum Day Rate Maximum Day Rate - £1200 per day. Who Speclialist Work With The current Delivery Team is a blended team of Civil Servants, Military Personnel and Industry Contractors from multiple companies who are all working collaboratively with a strong 'one-team' culture and a firm focus on delivery of benefits to end users. What Specialists Work On Coordination of internal and external Delivery Team communications, including the production of highlight reports, programme board reports etc; Coordination of delivery planning including responsibility for programme schedule; Cost Controller, responsible for ensuring that financial forecasting (FOO) is aligned to the schedule and spend is aligned to the FOO and cost model; 'Critical friend' and deputy to Delivery Team Leader; Coordination of scrum masters and agile ceremonies; Release Train Engineer (RTE) (SAFe) providing SAFE coaching. Coordinate Program Increment (PI) Planning Responsible for quality management of programme/project management products and artefacts. Facilitate retrospectives and learning from experience activities. Skills & Experience • Have experience in complex programme/project management, schedule management and financial management. • Have experience of working with and leading teams using agile methodologies including SAFe 4.5. • Be an experienced MS Project practitioner. • Have experience of working with Med IS programme/projects and MOD. • Be able to work collaboratively with a range of team members i.e. Crown Servants and Industry Contractors. • Have experience of being responsible for the planning requirements of a complex programme. • Have experience of managing a range of communication activities in a complex programme or project. • Have experience of managing document and quality controls in a complex programme or project. • Have security clearance to SC Level and are able to work at the MoD Corsham site in Wiltshire • Not have any current direct or indirect connection with any Industry contractor's involved in the CORTISONE Sustain & Transition to Open negotiations or evaluation. • Have Excellent communication skills (written and verbal). Work Location Ministry of Defence Westwells Road Corsham Wilts SN13 9NR Working Arrangments The Programme Delivery Manager must be available to attend site at MoD Corsham, Monday to Thursday on a weekly basis to participate in the daily stand-up (Scrum). Full working arrangements will be determined prior to any Contract Award. Security Clearance The Individual must have security clearance level at SC or above in order to work at the Ministry of Defence Corsham site. The intermediaries legislation does not apply to this engagement. 2. Is there a current incumbent? There is no current incumbent. 3. Will you support the SC for the right candidate? We are willing to act as a sponsor but we cannot pay for and action the application for SC, both of which would be the responsibility of the supplier. 4. Please can you advise whether this Specialist role is in addition or in replacement to the Outcomes based role you had listed last week Friday? This Specialist advert role replaces the outcome advert that was cancelled on 13/8/2019. Due to a technical glitch, this role was originally advertised as an outcome rather than a specialist. 5. Please can you confirm whether a supplier can apply for this if it is bidding for the 3D delivery Partner or is it your intention to have a separate supplier undertake this role? Our only stipulation in respect of other CORTISONE procurement's was that suppliers must not have any current direct or indirect connection with any Industry contractors involved in the CORTISONE Sustain & Transition to Open negotiations or evaluation. This includes both the client side and supplier side contractors. 6. You have categorised this as a Delivery Manager but there is a Programme Manager category. Would you consider recategorising this as a Programme manager to fit the seniority with our pricing structure? Sorry, we cannot change the categorisation of this role as the Delivery Manager categorisation is the closest fit in respect of the role we are advertising. 7. How many applications can we submit? There is no limit on the amount of applications submitted for this advertised role. We will shortlist down to 3, regardless of how many applicants respond to the advert.
