Tender description

A new local multi-lot framework agreement to provide an effective procurement route for the maintenance, management and development of all of Hampshire’s green and outdoor spaces, for the immediate and long term benefit of Hampshire residents, and its visitors. HCC and other contracting authorities will have access to a carefully selected group of providers on the framework who will have been assessed during the procurement process for their financial stability, experience, technical and professional ability. The overriding objectives of the framework agreement are: — provide value for money, — consistent quality of service and workmanship, — reduce waste, — streamline processes, — identify and effectively manage risk, — use of KPI’s to achieve continuous improvement, — collaborative working. The works will typically be undertaken in but not limited to: — country parks, — farms, — sites of historic interest, — schools, — social care centres, — care homes, and — adjacent to highways. This lot covers hard landscape works to include ground works, vehicular and pedestrian bit-mac surfacing,paving installations, together with the construction of minor associated external works such as walls, fences,and external furnishings. The lot also includes some limited soft landscape works including tree and shrub planting, seeding and turfing. The scope of works includes, but is not limited to: — site clearance, — ground works, — below ground drainage, — car park resurfacing, — footpath resurfacing, — construction of new vehicular and pedestrian bit-mac surfaces, — construction of resin bound surfaces, — construction of hard surfaced areas including slab and small unit paving, — construction and repair of steps and access ramps, — construction of low retaining structures and free standing walls, — installation of canopies and cycle stores, — installation of fences and gates, — soft landscape works to include tree and shrub planting, turfing and grass seeding together with associated maintenance. Suppliers should have a strong technical ability, be able to deliver projects on time and within budget, be able to work in a sensitive and professional manner. A value of 2 500 000 GBP is the estimated potential value based on Hampshire County Council's requirements.The value of participation by the wider public sector cannot be calculated accurately or guaranteed but has nevertheless been incorporated within a range of 2 500 000 GBP to 6 500 000 GBP for the duration of the framework. Typical order values range from 5 000 GBP to 120 000 GBP. Occasionally the value may be lower or higher. This lot covers hard and soft landscape works to include the construction of 3G (third generation) Synthetic Turf Pitches (STP's) and Multi Use Games Areas (MUGA's), natural turf pitches, and associated services including drainage works. It also includes lighting design input as appropriate. The works will include site investigations; site clearance; ground works; below ground drainage; construction of synthetic surfaces for various sports; resurfacing of synthetic surfaces for various sports; construction of hard-courts for multi-use games areas (MUGA's); supply and installation of associated sports equipment; hard court painting and line marking; installation of lighting for sports facilities; soft landscape to include seeding, turfing and maintenance; installation of ball stop fences, gates and acoustic fences. Suppliers should have strong technical ability, and be able to analyse and advise on acoustics and lighting design for difference sports in different locations; be able to understand and comply with the requirements of various sports governing bodies. A value of 2 500 000 GBP is the estimated potential value based on Hampshire County Council's requirements.The value of participation by the wider public sector cannot be calculated accurately or guaranteed but has nevertheless been incorporated within a range of 2 500 000 GBP to 6 000 000 GBP for the duration of the framework. Typical order values range from 10 000 GBP to 150 000 GBP. Occasionally the value may be lower or higher. This lot covers hard and soft landscape works, principally but not exclusively for school sites and play areas to include construction of playgrounds for outdoor learning and play. Works will include a range of fencing, hard surfacing, external structures, playground equipment, safety surfacing, external furniture and features, trees,shrubs and herbaceous planting, seeding, turfing and associated maintenance. The scope of works to include, but not limited to: — site clearance, — groundworks, — below ground drainage, — construction of hard surfaced areas including slab paving, small unit paving, asphalt concrete surfaces, — construction of hard courts, — installation of canopies and shade structures, — construction and installation of external play equipment and play features, — coordination, delivery and installation of bespoke storage solutions, sculptures and play features for outdoor learning, — installation of synthetic grass surfacing for soft play, — installation of rubberised ply surfaces, — construction of amphitheatres, — construction of raised planters, — installation of fencing enclosures and gates, — construction of habitat areas suitable for outdoor learning, — contractors design input to facilitate enhanced play and learning opportunities. Suppliers should have strong technical ability in the creation of exemplary play and learning environments that will help to encourage and develop spontaneous and directed play; have a strong understanding of education in play to accommodate a range of different learning styles; be able to provide learning and play solutions for a range of physical, social and emotional abilities, including imaginary and sensory play. A value of 3 000 000 GBP is the estimated potential value based on HCC's requirements. The value of participation by the wider public sector cannot be calculated accurately or guaranteed but has nevertheless been incorporated within a range of 3 000 000 GBP to 6 000 000 GBP for the duration of the framework. Typical order values range from 10 000 GBP to 150 000 GBP. Occasionally the value may be lower or higher. This lot covers minor landscape and construction works to include bridge design and build, car park and path surfacing, and a range of minor external structures to include fencing, gates, boardwalks, stock enclosures steps and ramps. The scope of works is to include, but not be limited to: — supply and installation of bridges, — supply and installation of boardwalks, pontoons and dipping platforms, — supply and installation of fencing (wire stock, post and rail, posts, knee rails), — supply and installation of gates, barriers, cattle grids and similar structures, — path and car park surfacing, — ditches and culvert installation and maintenance, and general drainage works, — supply and installation of seating and benches, — supply and installation of waterbody structures (sluices, weirs, timber piling, moorings), — supply of bird hides, sheds and minor structures, — construction of dry revetments and retaining walls, — survey, design, supply, install, replace, repair and maintenance of a variety of structures; and — removal and disposal of existing structures. Suppliers should have a strong technical ability, and be able to propose, develop and deliver solutions appropriate to the locations, customer needs, landowners, and environmental sensitivities; be conversant with wildlife and habitat related regulations and legislation, and have a good understanding of legislation and regulations regarding working on land accessed by the public; have awareness of the environmental sensitivities and effects on local communities, landowners and users. The value of 3 000 000 GBP is the estimated potential value based on HCC's requirements. The value of participation by the wider public sector cannot be calculated accurately or guaranteed but has nevertheless been incorporated within a range of 3 000 000 GBP to 5 000 000 GBP for the duration of the framework. Typical order values range from 5 000 GBP to 100 000 GBP. Occasionally the value may be lower or higher. This lot covers habitat management including vegetation management, arboriculture, and related surveys, and management of recreational amenity grassland. The scope of works includes, but is not limited to: — land, arboriculture and habitat surveys, — supply, planing, clearance and maintenance, — removal and disposal of existing materials, — hedge planting and laying, — tree risk and safety inspections, — tree surgery, — woodland habitat management, — scrub clearance, — vegetation clearance and management of public rights of way, — wetland habitat management, — ditch clearance, — pond creation, — waterbody management, — grassland management, — invasive plant species control, — animal pest species control, — heath land restoration, — hazardous waste disposal, — seasonal management of park land vegetation including small sports and recreational fields, — arboriculture works on/adjacent to public highway and public open spaces. This lot covers landscape works and establishment maintenance contracts for small to large scale planting projects principally but not exclusively on the highway. There may be associated small scale hard landscape items such as fencing, drainage and paving. The scope of works will include, but is not limited to: — preparation of ground for planing: —— weed control, —— cultivation, —— fertilising (top-soiling carried out by others), — seeding: —— amenity and/or specialist wildflower mixes, —— wildflower plug planting appropriate to the local area, —— bulb planting, —— mass planting native species whips and transplants on highway verges and adjacent areas, — specimen tree planting: from standard to semi mature stock into tree pits prepared by others, — horticultural sundries: — rabbit/tree guards, stakes and ties, tree pit irrigation pipes, —— mulching. Protective fencing: —— timber and mesh fencing for planting areas, — ancillary works: —— small scale hard landscape items as required, typically small ares of paving and drainage, —— post planting establishment — usually 3 or 5 years maintenance period (including replacement of plant failures), —— weed control of large scale planting areas — typically herbicide treatment and/or strimming, —— grass land maintenance*, amenity and wildflower types including embankments, verges and roundabouts, —— arisings from wildflower area to be baled/collected and removed off site. *Grass seeding is usually (but not exclusively) undertaken by the main/civils contractor who, after successful germination and first cut, will handover the areas to the landscape contractor for ongoing maintenance until the end of the contract period (usually 5 years). Suppliers should have strong technical abilities in the establishment of soft landscape schemes; have good understanding of natural habitats and the means of ensuring successful naturalistic planting schemes; have an awareness of environmental sensitivities wildlife and habitat regulations and legislation; an understanding of the requirements demanded from working in the highway environment; ability to comply with highway specific rules/ Regulations including traffic management requirements; have the ability to work under a principal contractor's site rules where a main/civils contract is underway. The value of 1 000 000 GBP is the estimated potential value based on HCC's requirements. The value of participation by the wider public sector cannot be calculated accurately or guaranteed but has nevertheless been incorporated within a range of 1 000 000 GBP to 1 500 000 GBP for the duration of the framework. Typical order values range from 100 000 GBP to 500 000 GBP. Occasionally the value may be lower or higher. This lot covers the supply, delivery and installation of agricultural, farming and ecological type fencing and gates. The scope of works includes, but is not limited to the following: — new or replacement fencing, sometimes post and rail, or post and metal or all metal, — removal and clearance of old fence lines, — repairs/patching up of existing fence lines, — new wooden and metal 5-bar gates, — vehicle barriers/bollards (metal or timber, including drop bollards), — kissing gates (metal and timber), and stiles, — bridleway gates, — height barriers, — new or replacement agricultural fencing, e.g. post and rails, post and wire, post and stock netting, — ecological type, reptile fencing, badger fencing, — cattle grids, — livestock handling facilities, e.g. corrals. Suppliers should have strong technical ability, and able to propose, develop and deliver solutions appropriate to the locations, customer needs, landowners, and environmental sensitivities; have a good understanding of rural and natural landscapes; sits of historical interest, natural habitats and wildlife habitats, ancient woodland, chalk down-land, wetlands, heath lands and coastal areas (including salt marshes); be conversant with wildlife and habitat related regulations and legislation. The value of 500 000 GBP is the estimated potential value based on HCC's requirements. The value of participation by the wider public sector cannot be calculated accurately or guaranteed but has nevertheless been incorporated within a range of 500 000 GBP to 1 000 000 GBP for the duration of the framework.
