Tender description

City and Hackney CCG intends to award an alliance contract for an integrated out-of-hospital health and care service to an alliance of 3 providers (the Homerton University Hospital NHS Foundation Trust (HUHNFT), East London NHS Foundation Trust (ELFT) and the C&H GP Confederation). The service will be a fully integrated Neighbourhood Health and Care service delivered by a provider alliance in City and Hackney operating under a set of shared objectives, outcomes, performance targets and budget. The CCG intends for social care services, provided and commissioned by the City of London and the London Borough of Hackney, and voluntary service to become part of the alliance in future; and for primary care networks to develop integrated working relationships with the Alliance in each Neighbourhood. The CCG believes that HUHNFT, ELFT and the GP confederation are the only providers capable of delivering this physical and mental health service as a fully integrated group of local providers. C&H has established integrated commissioning and is developing an ICS sub-system that will ensure better patient outcomes and locally integrated services. The CCG is now transforming health and care by integrating out-of-hospital health and care services, including list-based enhanced primary care services and by configuring services around 8 GP clusters called ‘Neighbourhoods’. The design of the service is overseen by the CCG’s integrated commissioning partners: London Borough of Hackney(LBH) and City of London(CoL) operating under an integrated commissioning board. The neighbourhood health and care alliance service includes physical health, mental health and enhanced primary care services; and will work with social care, local PCNs and the voluntary sector. The services will be delivered by 3 existing providers working under an alliance agreement and a contract that includes common service specifications; to deliver shared outcomes and a joint service transformation plan. Interested parties are invited to engage with the CCG regarding the information in the PIN notice should to express an interest (EOI) and submit a market engagement questionnaire by 1 700 hours on 4.11.2019. You must register on our e-tendering portal (https://procontract.due-north.com). Once registered and logged in, you must express an interest in the project to access the Questionnaire and the specification. Further instructions on how to access the project is at https://supplierhelp.due-north.com/Opportunities1.html. The market engagement questionnaire can be accessed at https://procontract.due-north.com/Procurer/Advert/View?advertId=81bddd00-6be3-e911-80fa-005056b6454. The EOI will be treated as ‘incomplete’ if a duly completed questionnaire was not submitted. Procurement and legal considerations: for the reasons set out above, the CCG plans to enter into a contract directly with the Homerton University Hospital NHS Foundation Trust, East London Foundation Trust and the City and Hackney GP Confederation for a Neighbourhood health and care alliance service. However, the CCG requests that any other providers who would genuinely be capable and interested in providing the neighbourhood health and care alliance service within the CCG's desired timescales as described above submit an expression of interest by the 4.11.2019. This will help inform the CCG’s decision as to whether it will proceed with its proposed direct award. If the CCG receives no EOI by the 4.11.2019, the CCG plans to award a contract under the provisions of Regulation 32(2)(b)(ii) of the Public Contracts Regulations 2015 and Regulation 5 of the National Health Service (Procurement, Patient Choice and Competition) Regulations (No 2) 2013. For the avoidance of doubt, the receipt of expressions of interest from third parties shall not commit the CCG to carry out any further tender process, nor shall this notice constitute a formal call for competition under the Public Contracts Regulations 2015 or the National Health Service (Procurement, Patient Choice and Competition) Regulations (No 2) 2013. The services in the scope of this notice fall within Schedule 3 to the Public Contracts Regulations 2015 (‘the Regulations’) which are not subject to the full regime of the Regulations, but are instead governed by the ‘Light Touch Regime’ (LTR) contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77). The authority does not intend to hold itself bound by the Regulations save those applicable to services coming within the scope of the LTR. In line with Section 75b of the Regulations, the authority intends to make no further publication following this PIN prior to the award of contract/s for these services and interested parties are invited to express their interest in writing via the stated process by the deadline stated.
