Enfield faces significant health challenges. Its residents experience more health inequalities than most other parts of England, have a lower life expectancy and experience higher than average deprivation. The CCG is committed to commissioning services, which meet the needs of the local population and strive to provide an integrated approach to care in the community. The Community Phlebotomy service will allow adults to receive routine blood tests, and domiciliary blood testing services in the community daily between the hours of 8.00 and 18.30 as a minimum and on weekends. This model will provide local, accessible and integrated services that are aligned with providers within the health and social care economy. It is expected the new Enfield Community Phlebotomy Service will: 1) Improve access to blood tests across the borough of Enfield to GP practices and their patients; 2) Deliver care close to home by improving phlebotomy service provision in the local community; 3) Provide a timely service (within 2 working days), 8.00 and 18.30 as a minimum, 6 days a week for both ambulatory and non-ambulatory service users; 4) Provide urgent, same-day appointments, for both ambulatory and non-ambulatory service users; 5) Work closely with the pathology service to ensure that samples are optimally transferred to the laboratory; 6) The provider must interface with the local services to ensure test ordered by GP’s are processed and reported back to the varies ordering systems; 7) Ensure a seamless system between the lab and GP’s; 8) Ensure failsafe mechanisms are in place if they suffer a loss of samples whilst in their care. The aim of the phlebotomy service is to ensure routine phlebotomy tests are carried out in the local community with hospital-based services accessed as the last resort for routine GP requested blood test and provide an efficient, safe, patient-focused and high-quality phlebotomy service for all Enfield service users and provide a service at an appropriate time, location and environment. Under the community phlebotomy service specification, the provider is expected to provide all standard blood tests for adults and children (over the age of 16) who are registered with a GP practice in Enfield; or are living in Nursing and Residential Care Homes in the London Borough of Enfield but registered with a GP practice outside of Enfield. The service will include, for adults and children (over the age of 16): routine phlebotomy testing, glucose tolerance testing and domiciliary phlebotomy for eligible patients. The service access and referral criteria are expected to encompass the requirements as defined in the service specification. The provider must undertake, ‘3 months prior to contract commencement’, a review of the phlebotomy service operating model with the CCG’s 4 Primary Care Networks to ensure that service delivery meets the service specification requirements and provide evidence of delivery as part of the mobilisation plan. Equipment: The service provider will hold responsibility to provide chairs and stock of equipment required to deliver the service and for ensuring all equipment for taking blood are disposed of appropriately. Community phlebotomy service — patient booking through a single point of access as defined in the service specification. The provider will ensure that patients accessing a community-based community phlebotomy service as requested by their GP, is able to either book their phlebotomy appointment directly via a web-based appointment or for patients unable to book an appointment via the website, a telephone booking service will be available Monday — Friday, 9.00-17.00. The contract value is up to a maximum of 1 800 000 GBP inclusive of VAT over a 4-year contract term consisting of an initial 2 years + possible further 2 years (extended in multiples of 6 months, up to a maximum of 24 months in total).
