Tender description

This notice is placed in order to facilitate early engagement with suitably qualified and experienced healthcare providers (including general practitioners, other clinical providers, social enterprises, third sector organisations and other providers) to provide GP Out Of Hours (OOH) Integrated Urgent Care Services and relates only to a pre-procurement market engagement event. The NHS Clinical Commissioning Groups (CCGs) in Halton, Knowsley, Liverpool, Southport and Formby, South Sefton, St Helens and Warrington are seeking to commission an integrated single model of GP ‘out of hours’ urgent care services across the whole health economy, providing a high quality clinical service with a clear patient centred focus. The intention is to commence a procurement process in November 2019 to award a new contract to provide the services from 1.10.2020. The Clinical Commissioning Groups (CCGs) in Halton, Knowsley, Liverpool, Southport and Formby, South Sefton, St Helens and Warrington have a vision for their ‘out of hours’ integrated urgent primary care medical services as part of an integrated single model of urgent care services across the whole health economy, providing a high quality clinical service with a clear patient centred focus. The CCGs have come together to procure a single service that will work closely alongside and integrate service delivery with the North West NHS 111 service, in line with the national expectations for an integrated ‘consult and complete’ delivery model. In the North West we have a delivery model whereby the NHS 111 service is delivered by the North West Ambulance Service (NWAS) at a regional level and which then works in an integrated and seamless manner with the sub-regional delivery of ‘out of hours’ primary care services. This pragmatic approach reflects the need to deliver an integrated solution but within the challenges of a large, complex and diverse population and geography. The ‘out of hours’ bidder(s) is expected to actively engage with the providers of urgent/unscheduled care including, but not exclusively, NHS 111, general practice in hours services, ambulance service, A&E, mental health, community nursing, pharmacy and dental services and where appropriate, social services. This type of approach of integration and coordination is required in order to make access to care as straightforward as possible for patients and carers, delivering where at all possible a ‘consult and complete’ model of care. The contract duration and value, to be confirmed, but has an estimated value of 28 000 000 GBP and is likely to be a minimum of 5 years, with an option for a further 2 year extension to be defined. Providers are warmly invited to attend a pre-procurement market engagement event from 9.30 to 13.00 on 29.10.2019 at NHS Liverpool Clinical Commissioning Group, Fourth Floor, The Department, 2 Renshaw Street, Liverpool, L1 2SA. During the event providers will be given an overview of the new procurement approach and will have the opportunity to network with other providers. The CCGs would welcome attendance from those organisations or individuals who may be interested in bidding for these services, either in their own right or as a subcontractor, to assist the CCGs to achieve a better understanding of the provider market. In order to book a place, please register an expression of interest on the EU-Supply Website (https://nhssbs.eu-supply.com) using reference 37470 by 12.00 midday on 25.10.2019. A maximum of 2 places per organisation is permitted. This notice is for an information sharing and networking exercise rather than a call for competition and therefore publication or response does not commit the CCGs or respondents to a future procurement, nor provide any process exemptions or preferential treatment to any parties expressing an interest. The CCGs are looking to establish what interest there might be in providing such a service from suitably qualified, capable and competent organisations. The CCGs will not be liable for costs incurred by any interested party in participating in this exercise. Interested parties should note that a response to this notice does not guarantee an automatic invitation to any subsequent formal procurement, which the CCGs will consider in due course.
