Summary of the work Development of Digital Toolset and associated Capability Management Processes. Expected Contract Length 2 years Latest start date Monday 24 June 2019 Budget Range £900K - £1M (VAT inc) Why the Work is Being Done The MoD has recently moved into the next phase of a major programme contract and has a requirement to continue to optimise planning and assessment. This goal will be achieved through developing and embedding an existing Digital Capability Management Toolset and associated processes within the MoD Programme Management Office. The work is required to support MoD contractual commitments and support the analysis of a potential future project. It is expected that capability management improvements would be completed and embedded within 12 months of contract signature, with the priority then becoming supporting the analysis of the potential new phase of work. Problem to Be Solved As a MoD customer, I need assurance that capability management and evaluation methodology and tool sets are optimised to provide confidence that programme outputs will continually meet customer requirement and deliver Value for Money. Who Are the Users The Senior Responsible Owner, for a large MoD programme, requires a robust system to ensure that capability is effectively planned, delivered and evaluated on an enduring basis. Early Market Engagement Market engagement with multiple suppliers during competition for current phase of work. Current phase has included consultation and options for feasibility of forward programme. Work Already Done Five previous phases of work have been completed to date, generating the updated programme requirements and concept of evaluation and integrating them with live programme data. A Digital Toolset has been procured in order to allow stakeholders to manage their individual requirements and assess contractual plans and deliverables against the User's need. Existing Team Existing team consists of the MoD Capability and Delivery team, Prime Contractor and associated Industrial contractors. The Capability team consists of 5 members responsible for Programme definition, Capability planning, Requirements setting and evaluation. The delivery team includes approximately 60 personnel. Current Phase Live Skills & Experience • 2% - A proven track record of success designing, delivering and exploiting digital toolsets for large (>£1Bn) programmes, using Oracle based systems. • 2% - A proven record of optimising major (>£1Bn) capability programmes, showing a detailed understanding of the MoD KiD framework. • 1% - A proven record in influencing senior MoD stakeholders (≥1*). • 1% - A proven record of familiarity with industry standard project management methodology (for example APM/PRINCE 2) Nice to Haves • 1% - Ability to own issues and drive them through to resolution. • 1% - Ability to work at pace in environment with constrained access to SMEs. • 1% - Ability to think creatively and articulate innovative ideas to solving business and IT problems. • 1% - Ability to work collaboratively with a broad range of MoD and industry stakeholders. Work Location MoD establishments situated in Berkshire, Bristol and London Working Arrangments There is a requirement for on site working at MoD and Industry premises, as required to liaise with SMEs and brief senior stakeholders on project progress. There will be a minimum requirement for the supplier to be on site 2 days/week. The remainder of the work may be completed at the supplier's own premises, subject to satisfactory security arrangements. User feedback on the existing system will be collected for presentation to the supplier. Security Clearance Team members will require Developed Vetting Clearance prior to commencing the project. Any work completed outside the designated MoD sites must take place within a List X facility. Additional T&Cs IR35 applies to this requirement. T&S will be paid iaw MoD policy. No. of Suppliers to Evaluate 3 Proposal Criteria • Documented evidence of essential skills. • Documented proposed technical solution. • Documented proposed approach and methodology. • Clear and concise evidence, limited to 7 pages, plus CVs and case studies. • Detailed Resources Programme. • Estimated Timeframe for the work. • Confirmation of existing clearances. • Show experience of working in a range of project delivery environments. • Proposal weighting will form 50% of final evaluation. Cultural Fit Criteria • 4% - Experience working with MoD IT systems (MoDNeT/DII(S) and other above Secret systems). • 6% -Have excellent interpersonal and influencing skills with evidence of a collaborative approach. • 6% - People skills to work with and influence senior stakeholders (1+2* level). • 2% - Values and Behaviours in line with MoD Core values. • 2% - Understanding of MoD Head Office organisation and latest best practice management of interfaces with industry. Please may we confirm why the current supplier is unable to take the system through the remaining stages of the procurement? The existing supplier is contracted under arrangements that will expire in the near future. They may choose to compete for the next phase of work. 2. Will you sponsor an upgrade of SC to DV prior to kick off, or even if a risk managed approach to personnel with SC to be allowed in the early part of the deal to enable a broader range of suppliers to bid? Achieving an upgrade from DV to SC between contract award and project commencement will introduce considerable schedule risk, and MoD would need to see a clear benefit to such a course of action.Likewise, introducing SC personnel into the programme would entail a significant management burden and seriously restrict the value such personnel could add to the project until full clearances had been achieved. 3.
