Tender description
Why the Work is Being Done Chosen supplier to provide two teams to work concurrently to deliver Discovery research / analysis into: - the current end-to-end procurement process for in-scope organisations, the user needs and pain points including those relating to applying standards and assurance processes - existing technologies and platforms used throughout the procurement and contracting process - digital, data and technology routes to market and supply chains, and strategic goals for public procurement - legislation, policies and rules that govern public procurement and their effectiveness - desire and technical capabilities to open up procurement data using the Open Contracting Data Standard (OCDS) - the current state of the government Digital, Data and Technology (DDaT) capabilities across DDaT professions, leadership, human resources, and commercial Define scope for potential work for following alpha projects (or further discoveries). Problem to Be Solved Problems identified on a global level: -If user-centred approaches (buyer and supplier focused) are not taken to design and deliver procurement routes to domestic DDaT markets, and the systems that underpin these processes, users’ needs won’t be met in the end-to-end delivery lifecycle. -Ineffective government standards and assurance processes result in increased government spend when buying products/services from external suppliers -The extent to which a national or subnational government’s procurement policies and regulations make it easier (or not) for a broad range of suppliers to do business with them, has a direct impact on the competitiveness and functioning of domestic markets and supply chains. -Although governments’ procurement and contracting data may be available online, poor data quality makes it hard to use and derive value from. The Barometer found that for contract data available online, quality on implementation was relatively low: -If a government doesn’t have DDaT capability, it’s likely that most of the DDaT skills required to support their transformation and technical problem solving, will be outsourced. It’s possible that outsourced services may not be managed as effectively, if organisations don't have the awareness and skills to define and manage the delivery of their required outcomes. Who Are the Users Users and needs refined during discovery: For Capability and Capacity -Leaders in: DDaT and Commercial; Capability; Transformation -Human Resource Directors (HRDs) -Finance Directors -Strategic Workforce Planners Further Users should be identified as part of this outcome, however some assumed users’ needs are: -DDaT buyer -DDaT supplier -Citizens -Supplier to government -Researcher or journalist Early Market Engagement Please see the following document for general background information regarding the Global Digital Marketplace: https://docs.google.com/document/d/1ps1nkoWk3-idaoJ3nZJLwd1ZwEiFj6vcQtUdTiuCRAQ/edit?ts=5d8ef108 Work Already Done Existing Team The core Global Digital Marketplace team consists of: - Director - Head of Delivery - Head of Product - Head of Business Ops - Regional Product Managers - Regional Delivery Managers - Skills and Capabilities Lead - Standards and Assurance Lead - Subnational Government and Technology Sector Engagement Lead - Commercial Expert The successful supplier will work with other GDS teams who are supporting Global Digital Marketplace delivery, in particular the DDaT Professions team. Current Phase Discovery Work Location Address where the work will take place - The Government Digital Service is based in the White Chapel Building, 10 Whitechapel High Street, London, E1 8QS. The supplier will be able to work remotely and will not have to be based in this office as the work will require international travel. Working Arrangments As these outcomes are likely to be achieved by carrying out primary and secondary research, analysis and report writing, GDS anticipates that this work will be predominantly carried out remotely. Some in-country visits may be required. Expenses will be capped at the Cabinet Office subsistence guidance for international travel. GDS will share with the successful supplier, details of in-country stakeholders from national and subnational governments and non-government organisations, as well as findings from our own discovery work running parallel to this contract. Any contact with the GDS team will take place remotely or at the White Chapel Building. Security Clearance Security Check (SC) minimum Additional T&Cs Additional terms and conditions - All expenses must be pre-agreed with between the parties and must comply with the Cabinet Office (CO) Travel and Subsistence (T&S) Policy. All vendors are obliged to provide sufficient guarantees to implement appropriate technical and organisational measures so that the processing meets the requirements of GDPR and ensures the protection of the rights of data subjects. For further information please see the Information Commissioner's Office website: https://ico.org.uk/for-organisations/data-protection-reform/overview-of-the-gdpr/ Skills & Experience Experience of leading user-centred research, following design principles, methods and tools Experience of leading discovery research and analysis in an agile delivery environment, and ability to apply agile methodologies to their work Ability to communicate with stakeholders clearly and regularly, and advocate for user needs and content design principles Ability to conduct interviews with stakeholders to understand their needs and motivations Ability to analyse and clearly present complex information Knowledge of job frameworks, specifically the Digital, Data and Technology Capability Framework and capability maturity assessments Have an in-depth understanding of open data standards in government contexts (e.g. supporting more open and transparent government, the benefits case, civil society use cases, etc) Have an in-depth understanding of open data principles and research, user-centred research, and associated methods, tools and techniques that support these Experience working with civil society organisations or non-government organisations to advocate open data standards, open government, or government transparency and integrity Experience conducting research with a diverse international audience Nice to Haves Experience of developing services that align to the Government Design Principles, Digital Service Standard and Service Manual Experience working with local or national governments Experience of leading Discovery and Alpha phases No. of Suppliers to Evaluate 5 Proposal Criteria Strong stakeholder engagement and outcomes Delivery approach and methodology Supplier innovation Previous experience and references Value for money Cultural Fit Criteria Collaborates closely with colleagues to meet user needs Transparent and collaborative when making decisions Works with GDS in a self-starting fashion Payment Approach Capped time and materials Assessment Method Evaluation Weighting Technical competence 60% Cultural fit 10% Price 30% Questions from Suppliers Budget range £550,000.00 + vat (expenses budget is excluded from this figure) as this contract spans two financial reporting years, the successful supplier is requested to invoice up to £360,300 including vat and all travel expenses incurred, before the end of the 2019/20 financial year. this forecasted figure may be updated when the call-off contract is finalised.
