Tender description

The Council intends to enter into a contract variation to extend the initial contract with the Consultancy in order to deliver urgent structural repair works to the steel structure of Southend Pier. The Council commissioned the Consultancy originally to survey the extent of deterioration to the steel structure and pile caps on the Pier which resulted in the Council awarding a contract for Anchor Bay works (including inspection and re-measurement) in October 2018 following an open non-EU tender and following the evaluation of eight tender submissions. The Council intend to extend the contract to repair and refurbish further Anchor Bays as the initial phase has revealed a state of steel deterioration significantly more advanced than previous surveying determined and presenting a substantially higher of risk to property and persons should the pier remain In its present state; the Council cannot appoint an alternative structural consultant for reasons of IP and design liability without significant inconvenience and substantial duplication of costs for the Council.
