Newcastle City Council (NCC) has established a project to replace its existing revenue and benefits portal and online revenues forms. Tenders are invited for the supply of services in respect of a revenues and benefits portal supported by a predesigned, online integrated forms package for revenues and AI ‘chatbot’. The current portal is under licence for support and maintenance purposes until 14.1.2020. It is essential that the implementation of the new portal does not extend beyond this date. All functionality must be live and tested prior to the cessation of the current contract and by 14.1.2020. The predesigned, online integrated forms package is a new requirement and ideally should be live and tested by 1.3.2020 to compliment the portal, however as this is not as contractually urgent, it can be delayed slightly. The predesigned, online integrated forms package is a new requirement and ideally should be live and tested by 1.3.2020 to compliment the portal, however as this is not as contractually urgent, it can be delayed slightly. The primary objective of the procurement exercise is to have in place a new modern ‘off the shelf’ solution for a revenues and benefits online portal supported by a predesigned integrated revenues forms package and AI ‘chatbot’. This will allow customers to carry out self-service tasks associated with their accounts and claims and make applications for discounts, direct debits as well as reporting change in circumstances. Information from these forms will automatically update accounts without the need for manual intervention. Benefits should arise directly from the operability of the system to support colleagues within the revenues, benefits and exchequer team and service users.
