Summary of the work Working in a joint MOD team to maintain and support Supply Chain & Engineering middleware solutions & data feeds, in fulfillment of large scale contracting for availability and contracted logistics supply contracts. Specialist role Developer Expected Contract Length 24 months with option of 6 month extension Latest start date Tuesday 1 October 2019 Maximum Day Rate Up to £900.00 per day, inclusive of travel and subsistence; no other fees to be charged. Early Market Engagement None Who Speclialist Work With Working as part of a technical in-house team with responsibility for the development and maintenance of logistics data feeds to industry and other services. The team works with the DE&S Support Chain Information Services (SCIS) Development Partner, Boeing Defence UK and consists of system designers and business analysts, architectural and data SMEs What Specialists Work On Working primarily in IBM Information Server 11.5, (currently upgrading from 8.7), part of their Infosphere toolkit there is a need to read, develop/amend and test against existing code for the business continuity of the MOD's industry data feed services. This will include fault determination and prognosis, fault fixes, maintenance release development and testing, impact assessment against application and data source refreshes. Working with those projects to ensure the ongoing business continuity of the service. Skills & Experience • Must have very strong understanding of SQL, including execution and use of functions and stored procedures for Oracle, Informix, DB2 & Teradata DBMS (min 3 yrs experience) - 2%. • Must demonstrate they have strong data management and data handling skills, including experience in handling a wide variety of data types including BLOB, CLOB and unstructured data types - 1% • Must demonstrate their ability to read and understand DataStage code, in particular Universe code & procedures and set application parameters - 1% • Must be able to write and develop DataStage code (min 3 yrs experience) - 2% • Must demonstrate their experience and understanding of Entity Relationship Diagrams and data mapping documentation - 1% • Extensive experience in data integration techniques with DB2, Oracle, Informix, Teradata, SQL and Postgres dbms, and MQ & FTP (min 3 yrs exp) messaging & data transfer applications - 1% • Must demonstrate in their response their knowledge of Architectural ETL patterns and processes - 1% • Must demonstrate in their response their ability to perform Data Quality operations using QualityStage & Information Analyzer - 1% • Must have extensive knowledge of developing XML, XML Schemas & XSLTs ((Style Sheet Transformation).(min 1 year exp) - 1% • Thorough understanding of the OAGI Supply Open Standards framework (min 1 yr exp) 1% • Must demonstrate in their response their ability to analyse, diagnose and resolve complex logic and coding issues in development and test environments - 1% • Must demonstrate in their response their ability to follow strict standards for performing unit and link testing of software components - 1% • Must demonstrate in their response their ability to Produce module design artefacts, specifically module specifications and logic flow diagrams - 1% • Must demonstrate in their response their ability to clearly and confidently communicate with other technical and non-technical stakeholders, both verbally and in writing - 1% Nice to Haves • Must clearly define their experience of working with MoD data - 0.5% • Must clearly define their knowledge of Linux operatings systems - 0.5% • Must clearly define their knowledge of MoD Supply Chain & Engineering Information systems, notably MJDI, GoldESP, LITS - 1% • Must clearly define their experience of working within Virtualised environments using Remote access workstations usng Citrix - 0.5% • Must clearly define their knowledge of HP's BTO Service Manager for incident management 0.5% • Must clearly demonstrate their understanding of ITIL Service Management function - 0.5% • Must clearly define their familiarity with current Software Development Lifecycles & delivery frameworks (e.g. V model, Agile) - 0.5% Work Location RNAS Yeovilton, Yeovil. Somerset BA22 8HW Working Arrangments Five days a week on-site working as part of a technical in-house team and reporting to the team leader who will allocate work priorities. DE&S IT will be provided. This post does not support remote working. Security Clearance SC Clearence is required prior to commencement of the contract Additional T&Cs We reserve the right to extend for 6 months. We will follow MOD T&S policy, however at the beginning of each SOW we will have a conversation with the winning supplier to understand any travel required to other sites. This position has been assessed against the Crown Commercial Services framework as being outside of IR35. Will you support the SC process? The work will take place at a secure MOD site and SC clearance is required prior to commencement. The timescale for the project start date does not allow sufficient time for SC clearance to be obtained for any applicants that do not already hold it. 2. We have a candidate who is located in the North of England, are you flexible with a start time on Mondays and leaving on Fridays assuming at least 40 hrs are spent on-site during the week. There could be some flexibility, but the site security policy restricts work before 07:00 and after 18:30, so any flexibility would be limited. 3. Due to the nature of the role, can we ask if candidates are expected to be UK national. Non UK nationals are not restricted for the role providing they meet all other criteria. 4. Request you to please clarify following: the below mentioned two published MoD-Information Server DataStage ETL Developer roles have been duplicated by mistake or are they two separate roles? They are two separate roles. 5. There is a total of 21 essential and nice-to-have skills, is there any way this can be shortened? It may be difficult for suppliers to secure the best possible talent given the lengthy application criteria, with no guarantee of even an interview? The totality of the essential and nice-to-have skills are considered the best way to obtain a candidate with the range of skills required to fulfil the role. 6. Is this inside or outside of IR35? This position has been assessed against the Crown Commercial Services framework as being outside of IR35. 7. We have a candidate who has been security cleared in the past but it has lapsed. We are list X so can get the person security cleared and would expect it to take less than 2 months but we aren't able to get someone security cleared until we know that they will be doing the role. So we'd need your acceptance 1st. Are you able to accept the candidate on the premise that SC will be at least pending probably in place by contract start? We are not in a position to guarantee any individual candidate successful selection and the SC process does not guarantee a successful application, regardless of previous held clearance; therefore, we would be unable to consider candidates that do not currently hold the correct level of security clearance.
