Doncaster CCG intends to commission an urgent care service model delivered through collaboration with all UEC providers across the system. If there is more than 1 provider of UEC services, providers must be able to work together flexibly to deliver a new integrated model of urgent care. The successful provider(s) may be required by Doncaster CCG, and at Doncaster CCG’s absolute discretion, to form an alliance partnership with other UEC providers. Doncaster CCG currently commissions UEC services across Doncaster. In 2015, separate contracts were awarded for UEC provision across: — front door assessment streaming service, — same day health centre, — Urgent Treatment Centre (UTC) including GP Out of hours (OOH), — emergency care practitioner services. The Doncaster UEC system has been strengthened significantly due to a ‘system’ response to local challenges. The key to the local success has been partnership working with provider flexibility and adaptability. Over time, it has become clear that managing and delivering UEC services needs to be undertaken as a whole, and that this is most effective through a contractual approach which drives integration and partnerships across providers. Doncaster CCG therefore intends to commission a UEC service model delivered through collaboration with all UEC providers across the system. If there is more than one provider of UEC services, providers must be able to work together flexibly to deliver a new integrated model of urgent care. The successful provider(s) may be required by Doncaster CCG and at Doncaster CCG’s absolute discretion, to form an Alliance Partnership with other UEC providers. The services to be delivered are: — a 24/7 streaming services incorporating navigation nurse role at the front door of the Emergency Department at Doncaster Royal Infirmary, — a 24/7 primary care service to manage patients signposted to the UTC on the Doncaster site which is collocated with the streaming service, — a 24/7 Emergency Care Practitioner service delivered as a fundamental part of supporting the GP OOH service, — a same day primary care service delivered off site at the Same Day Health Centre. These services are to be delivered over a contract period of 3 years, with the option to extend for a further 2 years and with a current annual contract value of 5 738 915 GBP. Service commencement will be from 1.10.2020. Fundamental to delivery of the services listed are: — IT system integration with capability to ensure that the links required with NHS 111 are established to enable direct booking, and delivery of the Integrated Urgent Care National Specification, — delivery of clinical assessment and advice as part of the developing local Clinical Assessment Service, as required by NHSE Integrated Urgent Care (IUC) specification. Providers would need to have the capability to integrate with existing community health and social care services to deliver a joint, single point of access, — centralised call handling capability and booking of patients, — providers would need to have the capability to integrate with the existing Minor Injuries service at Mexborough Hospital, including the delivery of minor illness services, — workforce flexibility across services to ensure optimum care pathways, — link with social care to ensure health and social care provision is coordinated, — cost effective i.e. delivery, inflation and efficiency in line with allocated financial constraints for urgent care services as defined by national guidance. Doncaster’s system approach supports the national requirements for IUC and UTCs, the vision of the long term plan around integrated, urgent and out of hospital care and the Doncaster Place Plan which is focussed on out of hospital, integrated delivery. DCCG is seeking expressions of interest from potential providers. Successful provider(s) will have the capability and capacity required to deliver the services in accordance with the requirements set out in the service description of this prior information notice. Should discussions with local providers (and any other interested providers meeting the criteria that express an interest in response to this PIN) fail to result in an acceptable model or contract(s) award or if it becomes apparent that there is a material change to the current process or approach or scope of services envisaged, DCCG will readvertise in accordance with procurement law prevailing at the time.
