Expert Services on Offshore Renewable Energy and Grid Delivery Models

EirGrid would like to procure the services of a consultancy provider capable of carrying out an analysis related to the delivery model for the development of offshore renewable wind energy. The paper will provide an objective evidence base to inform: A) The Government’s decision on the offshore grid framework in alignment with the National Marine Planning Framework and the development consent regime for the maritime area as set out in the Maritime Planning and Development Management Bill. B) The CRU’s consultation on the regulatory framework, for connections of offshore renewable energy projects to the electricity grid in context of the Government’s decision on the offshore grid framework, the National Marine Planning Framework and the Marine Planning and Development Management Bill. An assessment of different options with a view to supporting CRU and DCCAE in determining the most appropriate framework for Ireland is required. Drawing together, analysing and evaluating the Interlinkages between the three components of offshore renewable energy (ORE) development with a primary focus on offshore wind given the maturity of the technology will be critical to delivering this objective, specifically: • the planning and consenting processes for ORE • the ORE Grid Framework and regulatory charging arrangements • the competitive process and Government support for ORE projects through the PSO Levy
