Summary of the work A Project Manager is required to plan the ISS elements of the E-7 project. Tasks will include: Defining the CIS requirement with the customer, planning and documenting solutions by engaging with multiple ISS delivery teams, documenting risks and defining costs associated with the CIS solutions. Specialist role Delivery manager Expected Contract Length 19 months (338 days) Latest start date Monday 2 September 2019 Who Speclialist Work With You will work directly for ISS Dep Hd Networks vise the Lead Delivery Owner (LDO). You will need to liaise closely with ISS Delivery Teams, the DE&S Air ISTAR PT, Air Command and JFC. Daily contact will be with a mixture of Contractors, Crown Servants and Military Personnel. What Specialists Work On You will be required to engage with various stakeholders (inc. ISS, DE&S Air ISTAR PT, Air Cmd and JFC). Liaison with Air ISTAR PT, you will be responsible for defining ISS related requirements for the introduction of E-7. You will identify and engage with all ISS Delivery Teams to plan and co-ordinate activity aimed at meeting aircraft IOC and FOC. You will devise and document initial, interim and final delivery plans. You will provide anticipated Pan ISS project costs to Air ISTAR PT. You will work under the direction of the ISS Dep Hd Networks and the Lead Delivery Owner. Skills & Experience • Wide experience delivering complex CIS projects - 30% • Strong understanding of current ISS structure and processes - 20% • Experience of ISTAR Air Platform related projects - 20% • Stakeholder engagement and management - 10% • Experience of information flow requirements capture - 10% • Ability to work as part of a team - 10% • Demonstrate compliance with the controls required for a Cyber Risk Profile assessed as "N/A" - THIS IS A PASS/FAIL Suppliers who do not meet this criteria will be sifted out Nice to Haves • Experience of the Air Command Capability area - 40% • Experience of the Joint Forces Command Capability area - 30% • Wide experience of integrating new services onto MOD IT Systems - 30% Work Location MOD Corsham, Corsham, SN13 9NP Working Arrangments Normal tasking will take place at MOS Corsham, with the need to travel to stakeholders and Industry partners when required under the direction of the LDO. You are required 5 days a week, the working day is 8 hours to include 30 minutes for lunch. Overnight visits will only be permitted if permission is sought in advance. All information processing and exchange must be carried out on MOD IT and homeworking is not allowed. Security Clearance DV Clearance must be in place prior to the contract starting due to the projects worked on. DV status must be valid for the duration of the contract. SC, BPSS or Disclosed Scotland is not acceptable and the Authority will NOT sponsor Clearance. Information provided by Buyer how to demonstrate compliance with the controls required for a Cyber Risk profile assessed as N/A (as required in the Technical Evaluation criteria). Compliance is demonstrated by completing a Supplier Assurance questionnaire online, using the Supplier Cyber Protection Service https://supplier-cyber-protection.service.gov.uk/When completing the questionnaire you will need to enter the ref "RAR-P3KW569T" onto the website to ensure that you are assessed against the correct requirement. 2. You have requested suppliers to complete a Supplier Assurance questioner against ref: RAR-P3KW569T. However this is showing as invalid as the reference must be for a published, non-sample RA and should not be for a Not Applicable Cyber Risk Profile. Can you please clarify if a Assurance Questionnaire must be completed and if so provide a valid reference code. The process for Supplier assurance questionnaires is not available due to the "Not Applicable" outcome. Due to the sensitivities involved, the MOD would have a preference for the contractor to hold a valid cyber essential certificate. 3. When will you be in a position to to confirm the RAR Ref? Please see response to question 2 4. Is there a current incumbent? There is no current incumbent 5. Is this role deemed outside IR35 Yes this role is outside of IR35 6. Please can you advise the expected day rate or budget for this engagement The maximum day rate for this project is £650 + VAT 7. Please can you confirm that RAR-P3KW569T is the correct ref number? Can the authority please confirm if suppliers require Cyber Essentials Certification and if so at what level Please see response to question 2 9. Can the Authority please confirm if expenses are to be included in the day rate or if the Authority will pay these separately. The maximum day rate is £650 + VAT with a T&S Budget of £12,500 10. Can the Authority please confirm the IR35 status of this requirement and there is a current incumbent The requirement sits outside of IR35 and there is currently no current incumbent. 11.
