Tender description

This notice invites participants to take part in a market engagement initiative to explore technological options relating to train-borne infrastructure measurement solutions. Information gathered via this initiative will be used by Network Rail to better understand the infrastructure measurement market, and to inform decision making with respect to the sourcing for future solutions. Network Rail collects a wide range of railway infrastructure measurements using a dedicated fleet of measurement trains. Whilst these have been very successful in improving the volume, quality, consistency and efficiency of the measurements we collect, we are very keen to understand the extent to which measurements can be obtained using platforms that take up less capacity on the network and/or provide what we collect today in a more efficient way. To determine the extent to which the market can support us in the above aim, we have created a RFI to find out what is available in the marketplace. We are not interested simply in what Participants currently offer, but also wish to understand what might be available in the future in terms of innovative solutions. Being mindful that innovative solutions from other sectors may be highly valuable the rail industry, we are keen to engage both with Participants that already operate in the rail sector and with others who possibly do not currently. As part of this market engagement initiative we are keen to explore opportunities to improve the metrics referred to above to ensure that they are aligned with what the market can offer to a modern railway network and we shall be interested in exploring any proposals that Participants might want to submit in this regard. The responses that we receive will be used to inform future investment decisions relating to infrastructure monitoring as we move into the new railway control period. The RFI response form lists a variety of measures and we appreciate that Participants may specialise in supplying certain types of measurement data. Participants should not let their level of specialisation discourage them from make a questionnaire submission.
