Essex County Council (ECC) is carrying out a soft market testing exercise to explore potential future options for the provision of a student management information system (MIS) for use by ECC’s Adult Community Learning (ACL) service. ECC currently uses a MIS to manage learners, courses, tutors, room bookings, exams, electronic registers, accounting, reporting and analysis. ECC is exploring options ahead of a potential re-procurement of a MIS later this year. Interested suppliers will be invited to attend a meeting with ECC’s project team in Chelmsford between Monday 25.2.2019 and Thursday 28.2.2019. The objective of the meeting will be for ECC to understand the market and potential options available, which will help inform the final specification for a procurement process. ECC wishes to explore potential options for the future provision of a MIS for use by its ACL service. The scope of the project requires a system that is able to deliver the following key features as a minimum: — able to migrate all data from the existing system to new system, — payment system that links with ECC payment system, — learner enrolment onto multiple courses, — production of customisable reports, — able to meet Education and Skills Funding Agency (ESFA) requirements, — external system hosting and management, — recording of learner journey from initial assessment to life outcomes, — management of course and room bookings, — recording of staff, tutor and learner details, — transaction accounting and link to online web payment, — document storage, — capable of providing reports and analysis, — user security, — web interface with live on-line course details, enrolments and registers, — provision planning, — dedicated system support and Ofsted support hotlines, — on-site staff training.
