Who Speclialist Work With The successful supplier will work alongside an internal project delivery team (Service Owner, the Alpha team, Programme Management Office subject matter experts (SME's) (including IT, digital, data, legal, finance, commercial, and policy). The successful supplier will also work with the successful supplier delivering the Alpha phase for the Energy Performance of Buildings Register service. What Specialists Work On MHCLG requires a business analyst to; • Deliver a further iteration of Outline-Business-Case (OBC) in accordance with HM Treasury 5 case model to seek approval for the next phase of the re-procurement of the Energy Performance of Buildings Register (EBPR) service. • Alongside, the OBC, to develop an agile Programme Business Case (PBC) to support a new digital service transformation to replace the-existing service. • To update the EPB-Service-and-Business process-flow in conjunction with discovery/alpha outputs. • Provide support for the procurement of BETA/project-delivery to ensure effective management-of-key-project-risks and delivery plans. The Department is preparing to buy/build a new service to maintain continuous service delivery for England/Wales and Northern Ireland. The current service facilitates the lodgement and retrieval of Energy-Performance-Certificates. Further information can be found at https://www.epcregister.com/ MHCLG need a Senior Business Analyst to continue with the development of the current Outline-Business-Case (OBC), seeking approval for funding/justification of the project. in conjunction with Government Digital Service (GDS)Standards, the project needs to develop an agile programme business case to support digital transformation of the current EPB-Register-Services. Re-procurement, user, business and technical specifications need to be reviewed and formally agreed to meet business needs. Working Arrangements We would prefer someone to work on site full time and will consider working remotely 1-2 days a week with agreement. We expect the successful candidate/supplier to work with us on a weekly sprint basis. Travel/expenses to the primary site in 2 Marsham Street cannot be reimbursed by MHCLG. Work Location All work will be delivered at the MHCLG office located at 2 Marsham Street, London, SW1P 4DF. Security Clearance CTC or above is essential to avoid staff escorting on site. There is no requirement for supplier personnel to be security cleared. BPSS clearance will be required to access MHCLG's ICT systems. Please make it clear whether staff have CTC security clearance or not when submitting responses. Additional T&Cs 1. All materials/outputs derived from the contract shall be the property of MHCLG. 2. GDPR requirements will be discussed and agreed once the successful supplier has been notified (as part of discussions to agree the wording of the call-off contract. Skills & Experience Demonstrate (with specific examples) where you lead on the development of a project outline business case in accordance with HMT Green Book. Demonstrate with specific scenarios in securing approval for the OBC, the challenges and issues you encountered in successfully securing the necessary project and funding approval of the OBC. Demonstrate your technical experience in developing an agile programme business case (PBC) in conjunction with GDS Service Standards to support a transformation and procurement of a digital service Outline your experience of delivering business and technical requirements to meet the business needs, utilising cloud/technical opportunities and the handling of complexities in a fast paced timeline for delivery. Provide (with specific examples) how you used your business. technical and analytical skills/experience in the designing and delivering Cloud-based MVP solutions (for alpha-prototype, private-beta and/or public-live services). Demonstrate your analytical approach to the management of technical, commercial and delivery risks. Demonstrate your experience working to the Cabinet Office Digital Service Standards (GDS), ideally at alpha and Beta phase. Demonstrate (with specific examples) of your skills and experience in delivering projects using your agile Project management expertise Nice to Haves No. of Specialists to Evaluate 4 Cultural Fit Criteria Approach and methodology Be transparent and collaborative Value for Money Timescales to deliver the project Technical Solution Flexible approach from supplier Assessment Method Evaluation Weighting Technical competence 50% Cultural fit 10% Price 40% Questions from Suppliers Budget range a budget within a range between £50k to £70k has been allocated for work on this project.
