Market Testing - Energy Management System

Tender description

Barnsley Metropolitan Borough Council (The Council) is looking to establish a contract for the provision of an Energy Management System (EMS) to allow the efficient processing and management of data and costs incurred across the Council’s estate for energy. The Council has set carbon reduction targets in the Energy Strategy 2015-2025 to reduce total CO2 emissions by 30% against the 2012-23 baseline years by 2019/20, and to be fully carbon neutral by 2040, and has a target of generating 20% of its total energy consumption from renewable and low carbon sources by 2020/21. Reducing carbon emissions from activities will also reduce energy bills, reducing portfolio costs and exposure to carbon taxes, and reduced exposure to energy market price instability. In order to deliver the Council’s Energy Strategy there is a need to manage energy data more effectively and be able to identify and investigate trends in energy use across estates, and validate savings from energy performance and conservation projects. There is a requirement for systematic validation and energy usage management for utility billing processes as any analysis and interpretation of billing data is currently done using SQL querying through MS Access and Excel.
