Winchester City Council (WCC) intends to appoint a suitably qualified supplier to design, implement, test, install, maintain, monitor and update a secure, flexible, public access outdoor WIFI scheme and footfall monitoring solution for defined city centre areas. The service is expected to be available from summer 2019. Bidders are requested to propose a solution which takes into consideration the following aims and objectives (as detailed in the ITT documentation): — free of charge to the user, — a high quality customer experience for access, registration and use, — a family friendly, safe and secure wifi experience, — responsive, consistent and reliable city centre coverage, — strong performance that keeps pace with technology over the duration of the contract, — a reliable communications platform that can be used by Winchester City Council and others to increase footfall and to help local business thrive and grow; — the provision of a footfall and movement monitoring solution, — reporting tools which will provide WCC with easy access to metrics which can assist in developing services for visitors and residents alike, — minimal disruption to citizens during installation and subsequent operation and maintenance.
