Why the Work is Being Done HM Land Registry's Service Improve Programme is looking to deliver improvements to legacy systems and services to deliver significant efficiencies. This forms one part of our Transformation Programme with the overall aim of simplifying, speeding-up and improving the process of land registration in England and Wales. The supplier will work closely and collaboratively with HM Land Registry’s in-house team to enable effective knowledge transfer, ensuring any future systems and services can be fully maintained by HM Land Registry staff. Problem to Be Solved HM Land Registry's Service Improve Programme will look to resolve the following: •We need to maximize efficiencies by making short to medium term changes to existing HMLRs internal casework systems •We need to increase our levels of full and partial automation •We need to solve the most significant user pain points whilst aligning with transformational change in HMLR’s other change programmes •We need to reduce rework for ourselves and customers by improving current channels and adding intelligent validation. Who Are the Users User groups of HM Land Registry's services include: Solicitors/conveyancers/mortgage lenders must be able to transact using intelligent online services when acting on behalf of buyers and sellers in registering land interests. Caseworkers who process land registration applications require more automated, intelligent and consistent casework tools to enable more time to focus on quasi-legal decisions and judgements. Other professional/commercial/academic groups with an interest in land information. Early Market Engagement Work Already Done The teams delivering a new correspondence system and a new service for lodgement of applications are in delivery. Work to improve our data capture and increased automation is in discovery. We are also at the early stages of using new technologies like Robotic Process Automation. Additional detail of the work completed to date, programme background, scope and goals can be issued to suppliers upon request. This work needs to align with our wider change programmes, especially our transformational change where we are developing a new internal casework system. Existing Team We currently have five multidisciplinary teams delivering new systems and services and enhancing existing systems through an Agile approach. The teams members are a mix of HM Land Registry and supplier. Current teams are at a variety of different phases, some in discovery, some in delivery. All teams are based in Plymouth. Current Phase Not applicable Work Location The majority of HM Land Registry's agile development teams are based in Plymouth, UK and this is where most of the work will take place. There may a requirement to work at other HM Land Registry locations, including but not limited to Croydon, Nottingham and Gloucester. Working Arrangments This will be a five day per week (Monday to Friday) commitment and, although there may be some scope for remote working, our focus is to build co-located and integrated teams at our offices in Plymouth. Detailed working arrangements, including team location, size and make-up, will be contained within each statement of work. The development partner must follow HM Land Registry's IT and security procedures and policies in relation to access, data and equipment use. Security Clearance HM Land Registry requires all supplier staff to have baseline personnel security standard clearance. There may be a requirement for some of the work to require security clearance checks. This will be detailed in the Statement of Work. Additional T&Cs The standard terms and conditions of a DOS framework agreement call-off contract apply. Any claim for Travel and Subsistence will be made in accordance with HM Land Registry's travel and subsistence (T&S) policy. T&S will not be paid for travel to the "home" office which is Plymouth. Skills & Experience Evidence of working on complex transformation programmes with many dependencies and integrations with backend and legacy applications Evidence of working in co-located, blended, multi-disciplinary teams. Evidence of successful integration of their people within a client organisation Evidence of building capability in client departments and leaving a self-sufficient, sustainable internal team. Evidence of iteratively delivering complex transactional services in accordance with agile development project phases from Discovery through to Live in government Evidence of effective user research, design and development; and creating services in line with the Government Digital Service Standard Have evidence of iteratively developing internal casework systems Have evidence of iteratively developing user interfaces and tools Evidence of achieving high levels of automation through various techniques and technologies. Have evidence of creating supportable robust modern solutions, making them live and ensuring they integrate into existing services Evidence of delivering services using modern software development technologies and demonstrated understanding of applying appropriate security controls. Nice to Haves Experience of working in a Land Registration or property sector environment. Successful delivery of automation using Robotic Process Automation and / or Machine Learning. No. of Suppliers to Evaluate 4 Proposal Criteria Work History, including experience of the essential and nice to have skills and experience detailed in stage 1 – 15% Approach and methodology, including experience of the essential and nice to have skills and experience detailed in stage 1 – 15% Ability to scale to exceed the existing resource levels as outlined in Annex 1 – 20% Team structure, resourcing models, experience of working alongside clients in co-located - integrated teams, representative CV’s of key roles of the people involved in making the contract successful– 5% Case studies with supporting references.
