Summary of the work We require an overhaul of GP practice websites and the development of a new open standards health information platform that can be interfaced to the new websites, the NHS App and any digital system to allow citizens to engage with any NHS service from any digital means. Expected Contract Length Six Months Latest start date Friday 1 March 2019 Why the Work is Being Done Digital No Wrong Door (DNWD) aims to integrate local and national digital health services to allow citizens to engage with any NHS service from any digital means. We aim to deliver this solution by the end of August 2019. Problem to Be Solved As the NHS increasingly embraces and invests in technology we want to ensure a high quality integrated experience for all digital health care interactions to encourage citizens to engage with the NHS by digital means. Who Are the Users As a Clinical Commissioning Group we want to provide one point of access to digital NHS Services so that the citizens of Liverpool can easily access appropriate digital services. Existing Team The successful supplier will be expected to work with the System Development Team at Informatics Merseyside. Informatics Merseyside provide IT services and support to health and care organisations including Liverpool Clinical Commissioning Group. Current Phase Discovery Skills & Experience • Experience of designing digital health services • Experience of engagement & co-creation Work Location The work will take place in Liverpool, Liverpool Clinical Commissioning Groups's offices are based in the city center, Informatics Merseyside is based 7 miles from the city center close to Switch Island. Working Arrangments We would expect sessions for staff and public engagement to take place on both a group and 1 to 1 basis to ensure breadth and depth of engagement. Liaison with Informatics Merseyside should take the form of a mix of face to face, telephone and e-mail communications depending upon circumstances and scenarios that should arise. It would not be deemed unreasonable to request a meeting be held at a central location or at your own base of work. All expenses should be accounted for when proposing an approach to this solution. Is there a budget in mind for this piece of work? The maximum budget for this piece of work is £100K 2. Could you please explicate further what you meant by "development of new open standards health information that can be interfaced with the new website,..etc"Are you looking to use FHIR,OpenEHR or you are simply looking for the development of bunch of API using any applicable language? We would expect integration from practice websites to be through a range of API’s to the different digital services 3. is there a budget The maximum budget for this piece of work is £100K 4. Is the supplier expected to build and launch the Digital No Wrong Door platform or design it based on public engagement and consultations? The build & launch will be carried out by Informatics Merseyside with consultancy input from the successful supplier who will have designed the solution based on engagement with key stakeholders 5. Can you please specify a maximum budget or a budget range for this work so we can develop a solution of appropriate scale to meet your needs. It is rare for us, and many other suppliers, to bid for DOS opportunities without a budget indication as we risk investing time in solution-design for something that may be far off your expectations. The maximum budget for this piece of work is £100K 6. What would you say is your biggest risk for this work?Has work been done on this already?What does success look like for this phase of work?What resources & skills do you have that you will contribute to the project? The product needs to be user friendly otherwise it won’t be usedThere has been limited engagement with a small number of GP practices to establish a need for commissioning this piece of work. A user friendly, single point of access for interactions with digital services across the local health economyNHS Experience, management of engagement with existing partners and customers, experience of hosting, supporting & maintaining GP websites, provision of user guidance & training via Informatics Merseyside. 7. How many GP practise websites need an overhaul? There are 88 GP practices in Liverpool – not all practices will wish to adopt the new solution, the challenge lies in producing something that is attractive to both patients and GP practices to ensure as much adoption as possible 8. Does the solution need to provide hosting, if so should this be within the budget cap and for how long? Informatics Merseyside will be responsible for hosting arrangements 9. Are there any technical constraints such as architecture, infrastructure, cms choice or systems integration requirements?
