Why the Work is Being Done The Home Office is looking to match images based on their metadata against metadata indexed from publicly available Internet images to aid in Online Child Sexual Abuse/Exploitation (OCSAE) cases. Problem to Be Solved The Home Office are looking for a supplier who has already built their own datastore of image metadata from the web and are actively updating and maintaining this datastore. The supplier will be expected to provide evidence of: • Number of Online Images Indexed; • Image Metadata fields indexed and stored for an Image; • Scalability of their solution; • Work underway to keep at the forefront of matching Image Metadata against web indexed data. Matching of this image metadata against image metadata gathered during OCSAE cases will be used to aid investigation. Who Are the Users • UKLE officers working on Online Child Sexual Abuse and Exploitation cases; • Up to 50 force organisations across the UK (UKLE and other organisations within the OSCAE space). The users are UKLE officers and will be located nationally. It is anticipated that the supplier will have their own premises and infrastructure. Security Clearance During the contract if staff require access to sensitive material they must hold or be prepared to undergo the relevant level of Security Clearance. Additional T&Cs Standard DOS3 terms and conditions however any IP generated as a result of projects commissioned by the authority, shall vest with the authority.
