Tender description
The Department of Agriculture, Environment and Rural Affairs (DAERA) is intending to publish a tender opportunity for provision of business intelligence and data analytics. The procurement will establish contractual arrangements for the provision of Business Intelligence (BI) and data analytics services to support DAERA business areas in the processing of EU returns, provision of data analytics and reporting needs to support the delivery of DAERA business objectives and outcomes. These services will include, but not be limited to, forecasting, performance analysis, trend analysis, customer analysis, data analysis, business planning, financial and EU reporting. All BI solutions must be aligned to the wider IT application development environment and portfolio within DAERA. The Department of Agriculture, Environment and Rural Affairs (DAERA) is intending to publish a tender opportunity for provision of business intelligence and data analytics. The procurement will establish contractual arrangements for the provision of Business Intelligence (BI) and data analytics services to support DAERA business areas in the processing of EU returns, provision of data analytics and reporting needs to support the delivery of DAERA business objectives and outcomes. These services will include, but not be limited to, forecasting, performance analysis, trend analysis, customer analysis, data analysis, business planning, financial and EU reporting. All BI solutions must be aligned to the wider IT application development environment and portfolio within DAERA. The immediate requirement is for six (6) technical resources covering a range of roles to maintain business continuity and ensure the ongoing delivery of its priority Business Intelligence service and programme. The Contractor will be required to provide the names of 6 resources (6 individuals) on the twentieth working day of the Contract (Day 20), and these resources will be required to start work, on-site at the client’s office location at Dundonald House, Stormont Estate, on the fortieth working day following Contract Commencement (Day 40) after successful resource verification with the client. In circumstances where the Contractor fails to provide all technical resources, or where replacement resources are introduced by the Contractor to fulfil resource requirements and these resource have not been agreed by the client in advance and these resources are not accepted by the client, then the technical resource commencement target will be deemed to have not been achieved, and service credits will be applied. It is essential that the Contractor can provide these resources on time and can assume service delivery quickly and effectively. Failure to maintain service continuity will severely compromise the Client’s BI service provision across DAERA and will negatively impact the Department’s ability to meet its business priorities, obligations and targets. The initial contract period will be for 3 years with the option to extend for a further 3 periods of 2 years each. The proposed contract value will be up to a maximum of 25 000 000 GBP over the maximum term of the contract (9 years), with an estimated total spend of 4 000 000 GBP during the initial 3 year term of the contract. A pre-market exercise was held in November 2018. The OJEU Notice reference in relation to this is 2018/S 192-434075. Given the level of engagement with the market in relation to this contract the Contracting Authority will not be holding a supplier engagement event. The Incumbent suppliers have provided TUPE information as required under Transfer of Undertakings (Protection of Employment) Regulations 2006. The Data will be shared to allow tenderers to build a commercial model for tendering purposes for this contract. The TUPE data for the current contract staff details their terms and conditions of contract. The information will be anonymised by the current employers, however may contain an identifier for a staff member e.g. place of work. Access to the TUPE data will be via a secure portal within eTendersNI with only the registered tenderers having access to the information. The intention is to publish tender documents in early February 2019.
