The primary purpose of this PIN is to inform the market of prospective requirements; as far as the details are known at this time, for Human Leukocyte Antigen (HLA) typing system(s) and HLA specific antibody detection and definition system(s) suitable for acute clinical work. Histocompatibility and Immunogenetics (H&I) is a strategic business function of NHS Blood and Transplant (NHSBT) that provides a portfolio of testing and advice which supports the diagnosis and/or treatment of a variety of medical conditions in the following clinical areas: — solid organ transplantation and clinical advice for donor selection, — haematopoietic stem cell transplantation and clinical advice for donor selection, — blood transfusion and transfusion reactions (SHOT), — platelet refractoriness and provision of HLA/ HPA selected components, — platelet immunology, — granulocyte immunology, — immunogenetics including diagnostic testing and pharmacogenetics, — haematopoietic stem cell donor registry typing. For NHSBT these services are supplied through a national network of six laboratories located at Birmingham, Bristol, Colindale, Newcastle, Sheffield, and Tooting. However, this tender will also allow the Scottish National Blood Transfusion Service (SNBTS) and Welsh Blood Service (WBS) to utilise any framework agreements awarded. We would like to work with suppliers to perform HLA typing and antibody detection and definition in an efficient, timely and cost effective manner to meet the demands and expectations of our customers and the patients we serve. Prior to commencing a formal procurement process and to help inform our strategy/requirements, NHSBT would like to consult the market to establish the likely level of interest and identify further opportunities and potential issues. It is our intention to invite those organisations who express an interest in this PIN to a Supplier Engagement Meeting to be held in March/April 2019. To enable NHSBT to finalise arrangements (e.g. send meeting location details and agree time slots) for the supplier engagement meetings, interested organisations are required to send an email (expressing their interest) to Marta Drozdzowska <Marta.Drozdzowska@nhsbt.nhs.uk> by no later than 17:00 (GMT) on Friday 1.3.2019, including a list of your potential attendees and a brief of overview (or a website link) of the Goods/ Services which might be offered. Further information (e.g. the DRAFT technical and service support specifications, award criteria, procurement strategy etc..) will be released — for consultation purposes only - to those organisations who express an interest, for the purpose of providing feedback at the supplier engagement meeting. Although NHSBT can confirm at this stage the intention is for the requirements to be divided into tenders: 1) HLA typing system suitable for acute clinical work (extracted DNA to result <3 hours); 2) HLA antibody detection and definition system. This would include the maintenance of and provision of consumables for systems currently owned by NHSBT for antibodies (detection and definition). Please note that all details are subject to change.
