The purpose of the Prior Information Notice (‘PIN’) is to issue a pre-market engagement questionnaire in order to: (a) provide potential suppliers with an update on the scope and procurement approach. It should be noted that this physical security market sounding briefing and questionnaire is being issued in parallel with a separate market engagement around the provision of a telecommunications system to gauge appetite for inclusion of specific requirements and sub-elements of physical security. (b) give potential suppliers the opportunity to give feedback on HS2 Ltd's intended approach; (c) test market appetite to bid for the outlined requirements in whole or part. Context: HS2 requires the deployment of physical security measures across the HS2 railway network in order to protect people, assets, service and brand. These security measures will support the operational security function in its aim to deter, detect, delay and deny potential or actual criminal or terrorist activity that could affect the safe operation of HS2. The scope of electronic security includes provision of the following security functions at specified sites (depending on threat assessment) along the HS2 route including: stations, depots, operations centre, rail-side compounds, bridges, viaducts and tunnels: (a) perimeter protection; (b) access control; (c) intruder detection; (d) video surveillance. The scope of works include 4 elements, which may be combined or separately contracted: (a) security system master integrator – responsible for route-wide security system design, delivery and assurance on behalf of HS2, flowing down security requirements to all other HS2 work packages; ensuring that they deliver security for their areas of responsibility accordingly; and managing the overall system integration and acceptance across all assets and security systems; (b) security applications delivery — responsible for the detailed design and delivery of all security applications such as: — physical information management system (PSIM), — video management system (VMS), — access control system (ACS), — perimeter intrusion detection system (PIDS). (c) open line of route trackside security delivery — responsible for the detailed design and delivery of the electronic security measures along the open line of route (specifically along the track, and not including railside compounds) such as video surveillance, access control and intruder detection; (d) security technology provision — responsible for owning and managing a framework agreement with pre-approved vendors of security technologies which may be used route-wide as part of the security delivery for all other work packages such as stations, depots, NICC, line of route, railside compounds etc. This technology may then be offered to other work package contracts at pre-agreed pricing or be free issued.
