Summary of the work Supplier will work closely and collaboratively with a Dstl and include attendance of the supplier group meetings interaction semi-continuous and ongoing basis support the supplier e.g. in achieving an understanding of systems/practices. Summary reports of progress produced by the supplier will be required on at least a 3 monthly basis Expected Contract Length We must be delivered and operational before 31/03/2020. Latest start date Monday 28 October 2019 Budget Range The Budget range for this requirement is from £75,000 upto £125,000 Why the Work is Being Done The LIMS will be used at the Porton Down, Salisbury, Wiltshire, SP4 0JQ site. The main task will be to produce system requirement documentation that matches Dstl needs. Sub-tasks include the recommendation of preferred potential software solutions and baseline cost estimations Dstl employs a number of manually intensive processes for capture, storage, transfer and analysis of experimental data. Modern data systems exploit software known as Laboratory Information Management System (LIMS) for such processes. A LIMS allows data integration across organisations Problem to Be Solved A consultancy is required to review the Dstl requirements and propose a solution in line with the statement of requirement and evaluation criteria. Who Are the Users Identify all relevant areas that would benefit Identify and detail core requirements that are common Identify and detail non-core specialist requirements if necessary by speciality Recommend at least one preferred software package(s) that satisfies all requirements and majority of non-core Identify a preferred means of autonomous sample identification and tracking including hardware and software barcoding system Identify implementation barriers for Corporate IT infrastructure Provide an estimate of implementation cost including capital Provide an estimate of what resources are required to maintain the package Recommended implementation strategy Preferably Independent not affiliated with a LIMS provider Delivery of final report 6 months Early Market Engagement We have identified a number of companies we believe have the required capabilities, But need a consultancy to fine tune the correct solution for a LIMS at Dstl. Security Clearance Security Clearance will be arranged by Dstl, basic level, you will be escorted at all whilst at the MOD establishment.
