Tender description

Transport for Wales (TfW) Consultancy Panels (formerly referenced as ECS Minor Lots) will provide specific strategic consultancy services to TfW to capture current non-contracted spend and ensure continuity and compliance. The consultancy panels tender will be targeted at niche consultancy services that TfW can call upon to deliver transport services in Wales, these will take a number of forms and will evolve as the organisational remit of TfW grows. The aspiration of TfW is to engage the local SME market for delivery of these services if possible. To assist TfW in selecting the most effective tendering and contracting strategy and to answer questions from the market, there will be two Meet the Buyer events held in North and South Wales. Lot 1 will consist of: Strategic planning and business case development: — strategic planning and advice, — support for the development of strategic outline cases, outline business cases and programme strategic outline cases, — support for the development of the Welsh Transport Strategy and associated interventions, — strategic advice on future transport investment, — supporting political stakeholder engagement. Lot 2 will consist of the following: Strategic stakeholder engagement and communications: — development and delivery of strategic engagement programmes, — coordination and facilitation of project meetings and regional workshops, — political engagement and communications strategy development, — TfW, WG, network rail, bus operators and other external key project level stakeholders.
