Tender description

Cambridgeshire County Council (CCC) (The ‘Authority’) wishes to invite tenders for the supply of services in respect of a security services framework. LGSS Procurement is managing this procurement process in accordance with the Public Contracts Regulations 2015 on behalf of the authority. This framework is open for use by all current LGSS partners including:partners and other organisations delegating services and or functions to LGSS (currently Cambridgeshire County Council, Milton Keynes Council, Northamptonshire County Council, Norwich City Authority and Northampton Borough Council) who participate in LGSS’ shared services venture. The authority wishes to appoint a framework to provide security services, encompassing: — manned guarding (including dog handlers) (24/7), — mobile patrols (including dog handlers), — fire refuge systems, — gatehouse/car parking, — key holding and alarm activation response services (with an associated response time of 30 minutes to anywhere in the County), — unlocking/locking key corporate offices on a daily basis, — out of hours response and action, — remote battery operated camera systems including smoke sensors, — CCTV — installation, maintenance and repair including remotely monitored systems, — intruder alarm (including battery operated systems), — installation, monitoring, maintenance and repair, — lone working devices, — panic alarm — installation, maintenance and repair, — an out of hours response service (to cover contracting authorities and their response contractors), — alarm monitoring centre services across a variety of properties within the geographical boundaries of Cambridgeshire. It is expected that the framework will last for a period of 3 years, with the option of 1 further year's extension, and will take the form of a framework agreement, under which individual requirements will be specified and priced according to a schedule of rates agreed as a result of this tender process. It is difficult to predict the exact value of this contract as the authority’s property portfolio is likely to vary over the contract term, but it is estimated that the total value will not be less than 500 000 GBP or greater than 1 500 000 GBP. This is calculated by taking the anticipated (but not guaranteed) annual spend of Cambridgeshire (200 000-250 000 GBP pa), and allowing further spend from other bodies who may choose to access this framework. There is however no guarantee of any further body accessing this framework or of the totals provided above. Estimated value excluding VAT: Range: between 500 000 and 1 500 000 GBP. By way of access agreement this framework is also open to new LGSS customers seeking to utilise LGSS frameworks on an independent third party basis including: any city, district, borough or other local authority within the counties of any LGSS partner authority (currently Cambridgeshire County, the City of Milton Keynes and Northamptonshire County) including Northamptonshire Partnership Homes; any companies or organisations set up by participants in LGSS including Stand Out Northamptonshire; any school, academy, university or other educational establishment within the counties of any LGSS partner authority (currently Cambridgeshire County, Northamptonshire County and Milton Keynes) and any Public Body outlined in either Part I) or Part II) of the Local Authorities (Goods and Services) (Public Bodies) Order 1972.
