Tender description

This prior information notice (PIN) solely relates to early market engagement around the implementation of NHS England’s implementation of the long-term plan commitment to offer Continuous glucose monitoring (CGM) to all pregnant women with type 1 diabetes from April 2020. NHS England wishes to notify potential suppliers about its intention to commence early market engagement which may or may not result in a central commissioning process to support the delivery of the commitment above. The programme will seek to provide support to the wider NHS in provision of CGMs to pregnant women with type 1 as well as supporting the development of best practice guidance to improve neonatal outcomes for women with type 1 diabetes. Potential suppliers are encouraged to complete the request for information and attend the market engagement webinar to register their interest, make NHSE aware of their relevant products and to provide early, on-the-ground experience to support NHSE with developing both Implementing CGM in the pregnant, type 1 population is a commitment of the NHS Long Term Plan and is being delivered as part of NHS England’s Diabetes Programme, a joint partnership between NHS England, Public Health England and Diabetes UK. This will be the first programme designed to provide CGM at scale to this specific cohort. The NHS Long Term Plan commitment was developed following the results of the CONCEPTT study which highlighted that use of CGMs throughout pregnancy could contribute to improved neonatal outcomes. The RFI responses and subsequent market engagement webinar will inform the development of policy and commissioning guidance for the introduction and national implementation of a CGM in pregnancy programme, for women with type 1 diabetes in England. Through the RFI, NHS England is seeking information from potential suppliers to inform decisions about: 1) How CGM is defined in order to be eligible to be funded on the NHS; 2) Developing policy and guidance to support NHS-wide adoption; 3) The overall commissioning approach to be taken by the programme; 4) Current capacity and capabilities of the market to meet demand; 5) Maturity of the current market, and likelihood that the market allows for a competitive process to be established; 6) Scope to incorporate innovative approaches to maximise participation and adherence to the programme. NHS England will use the information collated from the RFIs to inform the approach to commissioning and update suppliers during the market engagement webinar. At this stage, we are not anticipating a central procurement but rather looking to support consistent local adoption at pace. The webinar is to be held on the afternoon of 27.11.2019 (exact time to be confirmed). Suppliers are encouraged to attend and, ahead of the webinar, share details of their current offer/s via the associated RFI to shape the NHSE proposals and approach.
