Future High Streets Fund Full Business Case: Bacup Town Centre

Tender description

Rossendale Borough Council has been successful in its Expression of Interest (EoI) to the Future High Streets Fund (FHSF) for Bacup Town Centre. The object of the FHSF is to breathe new life into town centres and high streets in ways to help them evolve and adapt to changes in consumer demand and expectations. These changes are to be transformational; and ensure a thriving town centre able to sustain itself, its community and businesses. To progress with the next phase of grant assessment the Council is now required to develop a full business case for capital investment by the FHSF in support of the proposals and strategic ambition outlined in the EoI. Rossendale Borough Council wishes to engage with consultancy support to produce the full capital investment business case in accordance with published HM Treasury business case guidance and other government guidance such as Green Book. The successful Consultant sought by this Tender will provide the overarching coordination of several other sub consultants also. The appointed Consultant is required to deliver a full appraisal and assessment of the following strategic cases and combine this with their assessments and work completed by other sub consultant's and the Economic Development Team at the Council
