Tender description

DFID Afghanistan (DFID-A) seeks to procure a local or an international supplier to undertake the role of Independent Monitoring, Evaluation and Learning Agent (IMELA) for the Afghanistan Investment Climate Programme (AICP). DFID intends to award this contract circa July 2019 for an initial term of 4 years. DFID may extend the duration for up to an additional 2 years. DFID Afghanistan (DFID-A) seeks to procure a local or an international supplier to undertake the role of Independent Monitoring, Evaluation and Learning Agent (IMELA) for the Afghanistan Investment Climate Programme (AICP). The services of the IMELA include but are not limited to: — collecting and verifying information to inform continual improvement of the AICP programme, — provide verification of progress of the four programme pillars of AICP, — conduct process evaluation of the programme and advise on ways the process can be adapted, — capacity building of HARAKAT staff, — develop, design and conduct baseline data collection for an impact study to assess programme contributions to anticipated longer-term outcomes.
