De-icing agents

Tender description

Ports of Jersey is currently looking into alternatives to runway and aircraft de-icing. Suppliers must obtain the Aviation Manufacturing Standard (AMS) 1435D as a pre-requisite. During the tender evaluation stage, documentation will need to be provided to prove that the product meets this standard. If a supplier wishes to propose alternative products Ports of Jersey are happy to discuss. Why — executive summary: Jersey does experience severe cold weather between autumn and spring, including heavy frosts, freezing rain, ice and on occasions snow. Jersey Airport is located at the highest point in the west of the Island. During Q1 2018, the Aerodrome surfaces had to be de-contaminated on more than one occasion in close succession to maintain a safe operation. A contaminated runway does remain the exception rather than the norm, due to Jerseys milder climate. Ports of Jersey are looking for innovative, environmentally safe and fresh solution to de-contaminate the surfaces at the airport, runways, aprons, stands, pavements, etc. There is an option to review: — the de-icing equipment and approved products used by PoJ which are approaching life expiry, — the approved de-icing agents used to de-ice the aircraft at the airport by a third-party operator. What — requirement: Runway contamination: Runways are particularly susceptible to any contamination due to the need for them to operate as high-performance braking surfaces. When contaminated, in these conditions’ aircraft performance is critical thus a stabilised approach is recommended using the maximum landing flap selection in order to minimise landing speed and distance. Maximum flap equates to a 10 % increase in stopping distance or a 5 % increase in the overall landing distance and is pertinent in Jersey due to its relative short runway. The treatment of our runway and other surfaces is imperative to reduce risk and ensure safe operations especially for the larger jet aircraft with greater stopping distances and approach speeds. Jersey takes great care to ensure its surfaces are treated adequately so the airport remains open. Anti-icing and de-icing: PoJ currently use approved anti-icing agents (acetic acid potassium salt) to prevent the presence of ice and snow on surfaces and as de-icing agents do melt residues of snow and ice, sometimes after mechanical processes such as brushes, ploughs and snow blowers have been applied. Kilfrost Type 2 is solely used by a third-party operator for aircraft de-icing at Jersey Airport. The early application of these chemicals allows them to dry and form a viscous surface covering protecting the pavement. Once applied the runway surface is continually monitored in order to ensure accurate runway surface condition reporting. This strategy has proved very successful with the airport remaining open. The treatment of the first 10 mm flush runoff from the surfaces at the airport is significant. This currently requires energy to aerate the effluent, sometimes in excess of 30 days, running it through reed beds and general management/testing as most of our discharge feeds drinking water abstraction areas. The surface water is directed into a 2 000 000 litre stormwater catchment area to the west of the airport, and another to the east which holds 1 000 000 litres for pollution prevention. The contaminated water is contained in the catchment area until chemical oxygen demand (COD) is reduced to the accepted level for discharge into public water courses. The time taken to reach the acceptable COD is a key consideration to PoJ due to the limited size of the stormwater catchment area. Proposals must: — adhere to Aviation Manufacturing Standard (AMS) 1435, — environmentally acceptable — reduced incubation test period for COD.
